About the Mission You Will Join:

VMD is seeking a people-oriented problem solver to provide specialized support for the U.S. Environmental Protection Agency (EPA). The work setting will be primarily remote, but the candidate must be able to travel to EPA Headquarters in Washington, DC on occasion as the project demands.

Your Impact to the Mission:

In this Tester/Business Analyst role, you will assist EPA with software development testing and business analysis in the development of systems that support implementation of fuel and fuel additive (including renewable fuel) regulations.

To succeed, you will develop a broad knowledge of the regulations, guidance, policies, and the IT systems related to EPA programs for regulation of the manufacture of transportation fuel and be able to communicate on these subjects clearly and concisely with the team. The successful candidate will:

  • Have strong writing and communication skills, strong analytical skills, and be a fast learner with web-based IT systems and applications.
  • Be able to work on multiple projects simultaneously and be able to work closely with a team both in a remote and team-room environment.
  • Be a self-starter who can manage his/her own work and help other team members with their tasks. An interest in renewable fuel, protection of the environment, or environmental policy is highly desirable.
  • Provide integrated testing and analysis as part of an agile development team. The work will be fast paced and demanding.
  • Must have a strong analytical mindset and 3+ years of experience with manual testing in functional and regression testing scenarios.
  • Have well-developed, demonstrable communication skills (both written and oral) and be a fast learner.
  • Must be able to work closely with a team in a remote environment and must be a self-starter who can manage his/her own work and help other team members with their tasks.
  • Write test scenarios, bugs, and acceptance criteria, and perform manual software testing.
  • Work with other testers to investigate and replicate findings, and with the development team to accomplish remediation.
  • As an analyst, will analyze system requirements, environmental regulations, and client input and create development stories with acceptance criteria, and document software bugs. In addition, will support the team by taking meeting notes, facilitating meetings, recording action items, documenting and tracking system requirements, and creating system documentation and business process flows as necessary for the success of the project.

Responsibilities:

  • Conduct manual testing as part of agile development team. Provide technical direction for personnel performing software development tasks, including the review of work products for
    • Correctness
    • Adherence to the design concept
    • Adherence to user standards
    • Progress in accordance with schedules
  • Coordinate with the Scrum Master, Technical Manager, and/or Program Manager to ensure problem resolution and user satisfaction.
  • Prepare deliveries/presentations on the system and requirements concepts to colleagues, subordinates, and end user representatives.
  • Elicit requirements using interviews, document analysis, regulatory analysis, requirement workshops, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis
  • Proactively communicate and collaborate with users and stakeholders to analyze information needs and functional requirements
  • Work under direction of project managers to support project deliverable completion and delivery
  • Maintain awareness of task deadlines for requirement and test deliverables
  • Balance customer scope expectations with application effectiveness

Experience Needed to Be Successful:

  • Software development requirements analysis and testing experience
  • Manual testing in multiple, complex development and staging environments.
  • Business process analysis, particularly on software development projects
  • Strong ability to create and update epics and user stories
  • Innate capacity for initiative, learning, and highly inquisitive nature
  • Knowledge of Software Development Lifecycle and Agile methodologies
  • Knowledge of business and requirements concepts
  • Knowledge of business research principles, processes, and techniques
  • Excellent written and oral communication skills using Microsoft Office
  • The candidate must have the ability to obtain public trust clearance.

Desired Qualifications and Experience:

  • BA or MA (Engineering and/or Environmental Science preferred) with 3-5 yrs. related experience
  • Comfortable working with an agile development team in a remote environment
  • Experience with Jira and Confluence
  • Strong verbal and written communication skills
  • A self-starter who can manage his/her own work
  • Ability to take constructive criticism
  • People-person/someone who thrives working with others and others’ ideas

Basic Qualifiers:

  • Education Requirement: Bachelor’s degree in Engineering and/or Environmental Science
