Job Overview: The IRA Labor Compliance Program Manager is a strategic role responsible for developing and executing a comprehensive plan to ensure Vestas Americas meets the labor compliance requirements tied to the Inflation Reduction Act (IRA) in our Construction and Service divisions. This position involves developing the regional organization to achieve steady-state operational compliance, focusing on prevailing wages, apprenticeship programs, and meticulous record-keeping.

Key Responsibilities

  • Program Development : Create a detailed Program Plan and timeline outlining necessary work streams for labor compliance, including prevailing wages, apprenticeships, record-keeping, and reporting.
  • Payroll System Support : Support the development of a payroll system that aligns with IRA requirements, addressing variable wages and other nuances related to prevailing wage.
  • Automated Reporting : Establish automated reporting capabilities for both internal and external stakeholders.
  • Apprenticeship Programs : Develop a vision and protocol for apprenticeship programs, ensuring compliance and fulfillment of requirements.
  • Contractual Facilitation : Facilitate the creation and consistency of contractual requirements and commitments.
  • RACI Execution : Implement a RACI model across Construction, Service, and Human Resources to define and uphold accountability.
  • Guideline Development : Develop guidelines for internal and external audit rights.
  • Vendor Management : Oversee third-party vendors/subcontractors regarding prevailing wage, apprenticeship, record-keeping, and reporting requirements.
  • Operational Execution : Establish automated and repeatable operational execution processes to ensure readiness before project commencement.
  • Communication Plan : Develop a comprehensive communication plan targeting broader construction and service teams.
  • Forecasting and Allocation : Implement effective forecasting for labor resource planning and allocation.
  • Contract Negotiations : Assist in supply and service agreement contract negotiations.
  • Reporting and Oversight : Establish and maintain monthly/quarterly reporting requirements, ensuring consistent results.
  • Regulatory Filing : Oversee the filing of Supplemental Determinations with the Department of Labor.
  • Industry Liaison : Assist with industry questions related to the IRA and compliance, collaborating with industry lobbying groups as needed.

Qualifications

  • Education : Bachelor’s degree in Project Management, Business, Human Resources, or a related field. Equivalent work experience in heavy construction/commercial industry is advantageous.
  • Experience : 7-10 years of professional experience in project management roles, such as a project director, with involvement in service, industrial, or construction domain

Skills

  • Proven ability to build high-performance teams and collaborate with cross-functional stakeholders.
  • In-depth understanding of prevailing wage mechanics and apprenticeship programs.
  • Demonstrated leadership in cross-functional teams and decision-making with senior leadership.
  • Skilled at resolving disputes and exercising sound judgement in decision processes.
  • Expertise in continuous improvement and quality methodology.
  • English communication skills, both verbal and written.
  • Proficiency in data analysis and Microsoft Office Suite.

Additional Requirements

  • Valid driver’s license and ability to travel as needed.
  • Ability to obtain a passport is favorable.
