Duties
- Serves as a program analyst in the Carbon Pollution-Free Electricity Program Management Office (CFE PMO) within the Defense Logistics Agency-Energy.
- Identifies, creates and develops new opportunities to secure new cost-competitive sources of CFE for DoD installations, providing expertise in market forecasting in the US and its territories.
- Provides guidance and recommendations in the development of strategies for DoD to reach CFE goals in support of Executive Order 14057, “Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability”.
- Analyzes trends and regulations in the energy space, publicly available market data, utility outreach, and interagency communications.
- Provides support throughout the CFE contracting process to DLA Contracting Officers, including during Request for Proposal issuance, contract negotiation, and contract execution.
- Analyzes best practices of private-sector CFE procurement organizations and recommends specific best practices which can contribute to improved CFE procurement activities for DoD.
- Prepares and conducts briefings for senior/executive-level DoD officials as the subject matter expert on financial viability of CFE projects.

Qualifications

- Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Analyzing programs and utilizing evaluation methodologies to perform broad, far-reaching studies.
- Developing and negotiating agreements for utility or energy solutions.
- Public utility accounting, economics, or finance experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
