As a vital piece of the Health & Wellbeing Institute, Covering Wisconsin focuses on educating people about the importance of health insurance and helping them understand and sign up for publicly available health coverage.

About this position:

As part of Covering Wisconsin, the Health Coverage Navigator serves in an outward-facing capacity, engaging both the community and consumers to facilitate enrollment and use of health insurance in order to access appropriate care. The ideal candidate is pro-active and comfortable in a quickly changing policy environment, has excellent customer service and public engagement skills, has experience with community outreach and/or partner development in northern Wisconsin, enjoys working with others toward problem resolution, is energized by helping members of the public secure access to health coverage and care, and is motivated to seek communication strategies that are most effective and supportive for the situation. Local travel within Wisconsin will be required, including some overnight. Valid driver’s license is required. Occasional work on weekends or evenings may be requested, particularly during busy enrollment times such as Marketplace Open Enrollment (November 1 – January 15).

Specifically, this position is responsible for:

  • Facilitating one-on-one assistance with consumers to determine eligibility for and provide enrollment in Medicaid and Marketplace health coverage.
  • Conducting continuous outreach and community engagement activities to raise awareness of both health coverage options and the availability of local Navigator assistance.
  • Educating consumers and conducting presentations for other professionals about health insurance options, how to use coverage to access care, and the services of Covering Wisconsin.
  • Helping consumers post-enrollment with complex case questions such as appeals, billing issues, documentation questions, transitions to new coverage, and others.
  • Pursuing case resolution, including referrals to and coordination with external agencies.
  • Supporting Covering Wisconsin’s health literacy and communication efforts through regular input on new and review of existing resources.

This position may work with Tribal Nations in the region. Covering Wisconsin invites applications from those with expertise, cultural knowledge, and passion for working with Native American communities.

Responsibilities:

Instructs and/or assists individuals and families engaged in various outreach programs. Delivers research-based educational programs to support and empower people where they live and work. Provides general support on public issues for the benefit of the community. Strives to expand and ensure access to programs, facilities, and educational services to diverse audiences.

  • 25% Teaches culturally relevant educational programs to adults and youth using learner-centered activities and lessons
  • 50% Implements initiatives and events that serve the target audience
  • 5% Procures and maintains course materials and supplies
  • 5% Tracks program evaluation and incorporates feedback for improvement
  • 5% Helps design marketing materials and promotions for programs
  • 10% Maintain expertise in eligibility, enrollment, and program specifications of the Marketplace and BadgerCare Plus (Wisconsin’s Medicaid)

Education:

Required
Bachelor’s Degree or equivalent level of experience in health educator, public health, public policy, health policy, education, public administration, sociology, social work, or related field

Qualifications:

Required:
  • At least one year of experience or education related to providing adult health and/or public program education, outreach, and/or enrollment
  • At least one year of physical presence in northern Wisconsin and existing connections with public-serving organizations
  • Ability to work independently and take initiative in seeking out solutions

Preferred:

  • Health Coverage Navigator or Certified Application Counselor (CAC) certification and license
  • Understanding of or experience working with Native Nations communities.

Work Type:

Full or Part Time: 75% – 100%

This position may require some work to be performed in-person, onsite, at a designated campus work location. Some work may be performed remotely, at an offsite, non-campus work location.

Salary:

Minimum $54,000 ANNUAL (12 months)
