Overview

The Agency of Natural Resources’ Climate Action Office (CAO) is recruiting for an Environmental Analyst VII to lead the Agency’s climate change mitigation work. This is an exciting leadership position in the CAO that will support crafting and implementing policies and programs that support Vermont in meeting its emission reduction requirements. In doing so, this position will coordinate closely with other State Agencies and Departments with jurisdiction over sectoral emissions including the Public Service Department, the Agency of Transportation, the Agency of Agriculture, Food and Markets, and the Department of Environmental Conservation. In addition to supporting other Agencies and Department needs, this position will lead and advance the programmatic work of the CAO including the decarbonization of the transportation and non-energy sectors, the deployment of significant federal climate funding, and leadership on relevant rulemaking.

Specific responsibilities may include work related to electric vehicle adoption, consideration and review of market-based programs, and implementation of the Environmental Protection Agency-funded Climate Pollution Reduction Grant Program. A primary job duty of the position will be developing and administering grant agreements with the different state Agencies, such as the Public Service Department and the Agency of Transportation, to implement the climate action measures prioritized to deploy with funding from the Climate Pollution Reduction Grant Program. This includes weatherization programs, climate-smart agricultural practices, and incentives for electric vehicles.

Grant and contract writing experience, and strong written communication skills are required along with the skills and expertise to develop and manage grant performance measures and monitoring activity to support grant and program objectives. Additional responsibilities will include direct supervision of the Climate Change Mitigation Coordinator. While supervision is limited to one position now, the opportunity to manage additional staff over time is likely and as such, strong management skills are key and important to the position. Additional responsibilities will vary but will include being a key member of a dynamic CAO team, public meeting support, rulemaking drafting, legislative support, and grants and contracts administration. The position’s duty station is located in Montpelier.

Environmental Factors

Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, and construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.

Minimum Qualifications

Bachelor’s degree in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND four (4) or more years of experience in a natural resources field.

OR

Master’s degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND three (3) or more years of experience in a natural resources field.

OR

Seven (7) years or more of experience in an engineering, environmental, social science, data science, or natural resources field.
