Knowledge: This position requires knowledge of transportation planning and clean transportation technologies. An understanding of strategies to reduce vehicle miles traveled through activities such as active transportation, alternative transportation, and travel demand is preferred. Knowledge of government fleets and fleet decarbonization strategies is preferred. Working knowledge of rule making process and permitting process is desirable. Knowledge of Hawaii specific challenges related to transportation and climate change policy shifts is a plus.
Skills Abilities: This position requires strong analytical, research, report writing, and presentation skills. Experience with data visualization and spatial analysis tools, such as ArcGIS, to conduct analyses and generate visualizations is highly preferred. Strong communication, networking, and interpersonal skills and experience in organizing and facilitating consultations and workshops is preferred. Sensitivity to diverse opinions and difficulties arising from differing social and cultural perceptions is a plus.
Education: The minimum level of education needed for the position is graduation from an accredited 4-year college or university with a bachelor’s degree in a field with critical thinking skills, such as engineering, finance, environmental policy or design, economics/political economy, political science/politics, urban affairs, public policy or administration, or a related field.
Experience: One to three years of experience in data analysis and project management experience. Three to five years of professional experience in the fields of active transportation, sustainable transportation, ZEV fleet transition, smart growth, complete streets, EV charging infrastructure, and/or related fields. Experience in policy development, legislation, rulemaking, pricing, and other tools to affect GHG reduction is preferred. Environmental justice and equity work experience a plus.
