The Director of Local Government Climate Solutions will lead a team of professionals that support local action toward meeting Colorados greenhouse gas reduction targets. The Director will support several existing staff and programs, as well as develop and implement the Local Government Climate Action Accelerator which was recently awarded $70M in competitive funds from the EPA Climate Pollution Reduction Program. The Accelerator will be a two-part program offering that provides grants to support local government policy adoption in the areas of transportation, buildings, land use, and waste, and equity-focused incentive grants to support local project implementation. This is a new team at CEO, bringing together new hires, including some that will be embedded in other state agencies but working on CEO programs, and existing staff that work on programs that serve local governments. The team will need to work closely with other CEO teams that support local governments including Transportation, Strategic Initiatives and Finance, and Building Decarbonization.

The expectations for local government climate action in Colorado and nationally are high, and candidates for this position should have extensive experience managing teams and mentoring supervisors and team members to achieve organizational goals and objectives. Candidates should have experience designing and launching new programming, and given the accelerated nature of the program, experience using data and participant feedback to refine programming for maximum impact. Candidates should also have experience working with a variety of stakeholders and managing competing policy and programmatic objectives. This position will lead a dynamic team, develop and implement brand new programs, track and report on program outcomes, and remain in compliance with federal regulations.

Description of Job

Starting Salary Range: $95,000.10 – $130,000.00
  • This position is eligible for a hybrid or remote working arrangement.
Personnel Management
  • Hire and organize a new team, incorporating existing CEO staff and leading additional hiring, fostering a collaborative, supportive environment in which employees are valued and effective, and working toward attainment of CEOs mission
  • Supervise and mentor team supervisors and other direct reports, support ongoing training and professional development for all team members, and assist in recruitment, hiring, onboarding, and training of new team members.
  • Assist the team in standing up new program offerings and developing related resources, working collaboratively to overcome barriers, responding to the changing needs of partners and participants, and refining programs and resources as needed.
  • Take steps to create a culture of performance management, continuous improvement, and operational excellence.

Programming Planning and Oversight
  • Work with team members, CEO teams, state agencies, and stakeholders to plan for launch and administration of all programs, ensure effective and efficient procurement and contracting, and establish formal and informal partner relationships needed for successful implementation.
  • Develop and maintain strong working relationships with sister agencies in which new hires are embedded, ensuring these staff maintain a strong connection to CEO and other team members, while being supported by sister agencies.
  • Manage the teams budget, ensure accurate accounting for projects and programs, and approve program expenditures, contracts, and purchase orders.
  • Ensure program compliance with state and federal grant requirements including Build America Buy America, Davis-Bacon, and required reporting, Colorado Revised Statutes, CEO policies and procedures, and the Governors office employee handbook.
  • On an annual basis, work with the Managing Director for Programs, Deputy Director, and Operations staff to lead the teams annual planning and budgeting process.

Collaboration with Other Units and Stakeholders
  • Work closely with directors and staff from other CEO teams on planning, launch, and continuous improvement of program offerings and support resources and activities.
  • Meet regularly with CEOs Leadership, including other Directors, to provide input and recommendations on office-wide priorities and opportunities for collaboration.
  • Lead on high profile projects and initiatives including, not not limited to, legislative and regulatory strategies, and as needed testify, write testimony, and serve as an expert witness.
  • Develop and maintain strong stakeholder relationships with industry, local governments, utilities, and community-based organizations, as well as other state agencies.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Qualifications
  • At least 3 years experience managing teams, with experience managing supervisors preferred.
  • At least 5 years of experience developing, managing, and refining programs.
  • Experience working with federal grants is strongly preferred.
  • Experience in energy, climate, transportation and/or urban planning is strongly preferred.
  • Experience working with local governments is strongly preferred.
  • Experience procuring and managing consultants and contracts.
  • Excellent people skills and proven success leading a team.
  • Strong time management and organizational skills.
  • Strong written, oral, and presentation communication skills.
  • Preferred experience working with stakeholder groups, including local governments and utilities.
