Buildings are one of the largest sources of greenhouse gas pollution in the State of Colorado and generate $7 billion in annual energy costs for households and businesses. The Director of Building Decarbonization will lead CEO’s strategy and mentor a high performing team that works to decarbonize the building sector through efficiency and electrification to save consumers money and meet our state’s climate goals. The Building Decarbonization team engages in both regulatory work and market development, including building codes, benchmarking, building performance standards, affordable housing, residential rebates, as well as providing technical assistance to local governments. Moving forward the Director will also collaborate closely with the Weatherization Assistance Program and Colorado Solar for All program.

Day to day responsibilities include engaging with and leveraging industry stakeholders, conceptualizing and designing market transformation initiatives, and implementing programs that effectively address barriers to sector decarbonization. In addition, the Director represents CEO in regional and national conversations on building decarbonization. Candidates must have extensive experience developing and managing teams, leading high-profile and complex projects and programs, knowledgeable about building decarbonization policy, able to demonstrate success in securing and implementing funding for new programs, and communicative and easy to work with. Candidates should be ready to speak about their vision for this team and how it will help the state of Colorado to meet its climate goals.

Description Of Job

Starting Salary Range: $95,000.10 – $130,000.00

  • This position is eligible for a hybrid or remote working arrangement.

Responsibilities

Personnel Management

  • Supervise and mentor team supervisors and other direct reports, support ongoing training and professional development for all team members, and assist in recruitment, hiring, onboarding, and training of new team members.
  • Support the team in standing up new and refining existing program offerings and developing related resources, working collaboratively to overcome barriers, responding to the changing needs of partners and participants, and refining programs and resources as needed.
  • Take steps to create a culture that prioritizes equity/diversity/inclusion (EDI) principles, performance management, continuous improvement, and operational excellence.

Programming Oversight and Planning

  • Work with team members, other CEO teams, state agencies, and stakeholders to plan for launch and administration of all programs, ensure effective and efficient procurement and contracting, and establish formal and informal partner relationships needed for successful implementation.
  • Ensure regular collection of quantitative and qualitative data including program feedback, regularly evaluate program outcomes, and modify as needed to ensure programs achieve programmatic goals and remain responsive to the needs of partners and participants.
  • Manage the team’s budget, ensure accurate accounting for projects and programs, and approve program expenditures, contracts, and purchase orders.
  • Ensure program compliance with state and federal grant requirements including Build America Buy America, Davis-Bacon, Justice40 and required reporting, Colorado Revised Statutes, CEO policies and procedures including Equity, Diversity and Inclusion and accessibility, and the Governor’s office employee handbook.
  • On an annual basis, work with the Managing Director for Programs, Deputy Director, and Operations staff to lead the team’s annual planning and budgeting process.

Collaboration with Other Units

  • Work closely with directors and staff from other CEO teams on planning, launch, and continuous improvement of program offerings and support resources and activities, including coordination on implementation of federal grants
  • Meet regularly with CEO’s Leadership, including other Directors, to provide input and recommendations on office-wide priorities and opportunities for collaboration.
  • Work with policy staff to design and implement regulatory strategies to achieve the team’s and CEO’s broader goals and and on high profile projects and initiatives including, not not limited to, legislative and regulatory strategies, and as needed testify, write testimony, and serve as an expert witness.
  • Oversee the program’s stakeholder and customer outreach opportunities to enhance and promote program offerings. Collaborate with communications staff to develop targeted strategies, resources and materials that are supportive of accessibility goals where appropriate

Minimum Qualifications

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

  • At least 3 years experience managing teams, with experience managing supervisors preferred.
  • At least 5 years of experience in the commercial building energy sector, with experience developing, managing, and refining programs strongly preferred.
  • Knowledge of building decarbonization policies and technologies including electrification, advanced energy codes
  • Experience procuring and managing consultants and contracts
  • Excellent people skills and proven success leading a team
  • Strong time management and organizational skills
  • Strong written, oral, and presentation communication skills

Preferred Qualifications

  • Preferred experience working with federal funding and grantmaking
  • Preferred experience working with stakeholder groups, including local governments and utilities
