Job Description

This is a skilled technical position reporting to the Director, REF #1 & #2 Operations and assisting the Facility Operation Managers in administering the terms and conditions of the agreements between the Solid Waste Authority (SWA) and the Operator of Renewable Energy Facilities (currently REF #1 and/or REF#2) and a metals recovery facility. The responsibilities for this position encompass, but not limited to, data collection, report generation, technical operational functions including, monitoring, analyzing, and reporting on all aspects of operational performance and facility maintenance including safety, contract performance, condition of the facility and equipment, and environmental compliance. The position will also require coordination of the facility operations with all the SWA departments. Flexible work schedule may be required depending on the needs of SWA and the Operator for REF #1 and REF #2. This position requires regular and reliable attendance and the employees physical presence at the workplace.


Job Responsibilities

  • Assist Facility Operation Managers and other SWA staff as applicable in preparing reports on the performance of the Operator with regard to safety, Operations and Maintenance Agreement performance, condition of the facility and equipment, and environmental compliance.
  • Collect, prepare and present detailed reports on the maintenance, safety, contract performance, conditions of waste energy facilities and equipment including electrical, mechanical, safety, structural and environmental compliance of facilities.
  • Perform onsite inspections, audits, and review of facilities conditions and operation and observations of plant equipment for proper functionality.
  • Provide onsite supervision of periodic equipment calibration and testing.
  • Review documentation prepared by the Operator including but not limited to shift logs, daily, weekly, monthly, and annual reports to verify database entries, and ensure correct recordkeeping.
  • Coordinate with the Operator for the management of the plants repair punch list.
  • Assist in the preparation of the annual SWA operating budgets for the REFs.
  • Update various spreadsheets tracking plant performance, ash production, electrical sales and others.
  • Coordinate the activities of the Consulting Engineer in providing all requested services including but not limited to; performance reports, inspections and technical analyses.
  • Attend insurance company inspections and review all inspection reports. Assist Facility Operation Managers with tracking of projects to address insurers recommendations.
  • Attend and keep notes at weekly operations meetings for both facilities.
  • Review/analyze plant operating and performance data. Develop and update facility performance metrics as requested.
  • Review, import and export electrical power data/figures for compliance with FPL Sales Agreements and the Interconnection Agreement and transmit to the Department of Energy (DOE) and Energy Information Administration (EIA).
  • Assist with contract administration for metals recovery including ferrous and non-ferrous mass balances, coordination efforts, and financial reconciliation process.
  • Maintain records of current drawings, specifications, modifications, and correspondence relating to the facility.
  • Work closely with the Director, REF #1 & #2, Operations and/or Project Engineers in future projects associated with the Renewable Energy Facilities.
  • Perform all other job related duties as assigned.

  • Basic understanding of power plant fundamentals.

  • Ability to read, interpret, and evaluate structural, electrical, plumbing, and mechanical details of drawings.
  • Proficient in Windows Operating systems and Microsoft applications including, but not limited to, Word, Excel, PowerPoint.

This position is performed in and around the Renewable Energy and Metals Recovery Facilities as well as in an indoor office environment. While performing the duties of this job, the employee is routinely required to see, hear sufficiently to discriminate sounds, talk sufficiently to hold conversations in person and over the phone, sit, stand, and walk; use hands and fingers to handle objects, pick up and pinch and use arms. The employee is a frequently required to climb or balance, kneel; occasionally required to push or pull objects, stoop, crouch, or crawl; employee may occasionally lift and/or move up to 10 pounds. Specific vision abilities is routinely required for close up vision, distance vision, color vision, peripheral vision, depth perception, and adjust focus.


EDUCATION AND EXPERIENCE

The ideal candidate possesses the education and experience listed below.

  • Bachelors degree in engineering or minimum of 4 years of experience in powerplants or similar field.
  • Bachelors Degree from an ABET accredited college preferred.
  • Waste to Energy experience highly preferred.
  • Internship in related field highly desirable.
  • Any combination of experience, education, training or technical certifications that provides the required knowledge, skills, and abilities to perform the essential functions of the position.

    CERTIFICATIONS AND LICENSES

    • Valid Florida motor vehicle drivers license.
