Primary Purpose

Leads a team of subject matter experts that develop, maintain and implement hazardous materials and waste compliance programs and standards. Responsible for environmental compliance, permit renewal and operation of SoCalGass (SCG) two permitted Treatment, Storage & Disposal Facilities (TSDF). Leads and/or supervises SCG employees or Contractor personnel engaged in the management of clean-up, receipt and storage of hazardous materials/waste. Oversees SCG transportation and waste programs and provides guidance for internal crews, external (Emergency response Contractors) crews to ensure that SCG environmental standards, and safety regulations are met, in accordance with applicable environmental rules and regulations, and company policy. Ensures completion of applicable training of SCG represented employees responsible for the 2 SCG TSDFs. Develop, direct, motivate, and evaluate performance of assigned team members.

Duties and Responsibilities

Hazardous Materials and Waste Compliance Programs: Leads a team that develops and implements hazardous materials and waste compliance programs, standards, and budgets across SCG. This includes but is not limited to the following major programs:

  • PCB compliance program
  • Coordinates with internal and external stakeholders (e.g. AGA) to advocate on behalf of SCG
  • Coordinates with the SCG Engineering Analysis Center (EAC) lab to maintain integrity of PCB database and GIS display tools.
  • Coordinates with Environmental Strategy to update PCB related standards and develop training and tools for PCB compliance programs.
  • Works with Legal to maintain third-party agreements.

Hazardous Materials and Waste Operations:

  • Responsible for managing hazardous wastes for the TSDF which includes, labeling, packaging, manifesting, waste tracking and responding to spill clean ups.
  • Oversees SCG personnel, hazardous materials and waste bill of lading (BOL) and manifesting programs, budget and TSDF operations.
  • Provides quality assurance and control of all waste related shipping documents prior to transportation.
  • Reviews budget and monitor expenditures for waste shipments to determine more cost effective alternatives. Ensures invoices are processed and paid in a timely manner.
  • Provides subject matter expertise for SCG hazardous materials spills/cleanup responses, transportation, and disposal activities.
  • Coordinates with SCG Transportation personnel and Contractors on hazardous waste/material shipments.
  • Manages and is responsible for the compliant operation and permit renewal of two TSDFs (Pico Rivera & Olympic)
  • Monitors budget and business activity and provides guidance to improve performance and to meet Haz Waste Minimization and other objectives/goals.
  • Monitors Emergency Response Contractors for compliance with contract requirements.
  • Leads and/or Supervises SCG employees or Contractor personnel engaged in the management of clean-up, receipt and storage of hazardous materials/waste.

Direct, supervise, lead, motivate, and evaluate performance of assigned team members:

  • Supervise SCG Bargaining Unit employees (requiring a thorough knowledge of the Union contract/agreement MOUs).
  • Ensure employees receive up to date environmental and safety training to operate the TSDF per regulatory requirements and facilities operating plans.
  • Supervise subject matter experts for developing compliance programs, standards and tools to support hazardous materials and waste management throughout the Utility.
  • Performs other duties as assigned (no more than 5% of duties).

$107700 – $161600 / year

Education & Experience

  • A degree in engineering, environmental science, hazardous materials & waste management or related field is required.
  • 5 years environmental experience related to hazardous materials and waste management, chemical environmental engineering or related field is required.
  • Experience to demonstrate Treatment Storage Disposal Facility (TSDF) operational knowledge and Federal, State and local environmental knowledge is required.

Knowledge, Skills and Abilities

  • Must have detailed knowledge applicable to hazardous materials and waste management regulations, DOT Transportation requirements and practices (including PCB regulations). Must have working knowledge of Bargaining Units agreements and related company policies and procedures to be able to apply them in a supervisory capacity. Required
  • Excellent oral written communication and interpersonal skills as well as tact and diplomacy in dealing with internal external customers, (regulatory agencies, and consultants). Strong Leadership skills and demonstrate excellent management practices. Required
  • Strong project management skills. Required
  • Sound analytical judgment and decision making. Required
  • Strong negotiation skills Initiative and ingenuity are required in all aspects of this position. Preferred
  • Responsible for providing team goals, evaluating performance and effectively fostering a healthy work environment. Required

Licenses & Certifications

  • Environmental Certifications are desired.
  • 40 Hour HazWoper Certification with updated 8-hour annual refresher. Preferred
