Description/Job Summary

Lindahl Reed is seeking energy professionals to provide Resource Efficiency Manager (REM) services for the Mountain Warfare Training Center- Bridgeport. The REM candidate will provide project management, engineering, technical knowledge, and analysis of energy management applications, databases, and systems, as well as high-level functional support for evaluation and implementation advice on energy information management, energy efficiency, renewable energy, and energy resilience projects. The REM candidate will provide services in support of sound, cost-effective energy, and water management practices to enhance energy security, independence, and sustainability as mandated by legislation and various Executive Orders.

Position Responsibilities

  • Support energy and water program management.
  • Support energy project development and implementation through various contracting and funding mechanisms, including but not limited to: Energy Savings Performance Contract (ESPC), Utility Energy Services Contracts (UESC), Energy Resilience & Conservation Investment Program (ERCIP), State and federal grants, for the attainment and compliance to energy laws, regulations, policies, goals, and objectives.
  • Assist in planning, development, analysis and tracking of projects within the energy and water program, attending design charrettes and reviewing design and construction submittals for energy and water requirements.
  • Assist with Measurement and Verification (M&V) process including M&V reviews, lessons learned, recommendation of options, and other activities for improving and maintaining an effective M&V program.
  • Support the development of energy resilience and decarbonization projects, including the integration of onsite renewable energy, energy storage, microgrids and electrification solutions to reduce greenhouse gas emission associated with power generation and transportation.
  • Analyze energy, water, and other utility data, input and update this in provided databases.
  • Assist with utilities system / plant assessment and management.
  • Assist with Facilities Related Controls System (FRCS) assessment, project development, and management, to include general cybersecurity knowledge.
  • Assist with energy / utility planning and security assessment, including Installation Energy Security Plan (IESP) maintenance & updating.
  • Assist with assessment and planning of Electric Vehicle Charging Facilities (EVCF).
  • Independently support program stakeholders.
  • Drafting and presenting senior leadership level briefings and deliverables such as project fact sheets.

Qualifications, Skills, and Experience:

  • Successful candidate will meet one of the following requirements:
  • A four-year engineering degree (preferably in mechanical or electrical engineering) with a minimum of 8 years of experience in energy management.
  • An Environmental Science, Business, or related degree with a minimum of 10 years of experience in energy management.
  • A two-year technical degree with a minimum of 12 years of experience in energy management.
  • A non-degree candidate with a minimum of 15 years of experience in energy management.
  • Current or ability to attain Secret security clearance.
  • Current Certified Energy Manager (CEM) or ability to obtain CEM certification within 12 months.
  • Experience with financed projects (ESPC and UESC).
  • Experience working with senior level DoD leadership, Branch Chiefs and Division Chiefs.
  • Experience with energy auditing, project development, life-cycle cost analysis, and building/facility operations.
  • Knowledge of federal legislative, executive order, and DoD energy and water management requirements.
  • Demonstrated experience in: energy management, microgrids, energy storage, renewable energy, utility systems, and Measurement & Verification.
  • Excellent oral/written communication, collaboration, and presentation skills.
  • Critical thinking and decision-making skills coupled with strong analysis and problem-solving skills.
  • Self-starter, driven and able to work with limited direction under target timelines.
  • Proficient with MS Office / O365 (Outlook, Word, Excel, PowerPoint).
  • US Citizenship is required.
  • Ability to pass a government-administered background investigation in order to be granted a Common Access Card and access to government IT systems.
