Description/Job Summary
This position is located within the Industrial Efficiency and Decarbonization Office (IEDO), Office of Energy Efficiency and Renewable Energy (EERE), for the U.S. Department of Energy (DOE). IEDO supports innovation in technologies and the adoption of practices to enable the industrial sector to cost-effectively reduce greenhouse gas emissions. IEDO and its programs are critical to putting the Nation on a pathway to reduce CO2 emissions by 50% by 2030 when compared to 2005 levels, and to achieve net-zero carbon emissions by 2050. IEDO provides planning, management, and direction necessary for a balanced national program of research, development, demonstration, technical assistance, and workforce development to drive energy, materials, and production efficiency, and decarbonization across the industrial sector. The mission of IEDO is to advance the next generation of industrial processes and materials so as to greatly improve industrial efficiency and overall competitiveness, as well as to assist industrial firms in the near-term with greater adoption of cost-effective technologies and practices. These efforts assist in reducing the Nations dependence on foreign energy resources, the energy intensity of our economy, and the environmental impact of our industrial process, while achieving cost-effective product enhancements and improving our competitiveness in the global marketplace.
The Industrial Efficiency and Decarbonization Office (IEDO) seeks a mid-level Stakeholder Engagement Advisor to develop a strategic planning and implementation process for cultivating key relationships with the private sector, non-governmental organizations (NGOs), Congressional staff, and other key partners to advance IEDO goals and objectives and manage IEDO stakeholder engagements. The purpose of the work is to assess and improve the effectiveness, and efficiency of program or functional operations as it relates to stakeholder engagement activities. The Stakeholder Engagement Advisor will work closely with the IEDO Director, Deputy Director, and Strategic Communications Team lead and align with Strategic Communications Team activities.
Position Responsibilities
  • Support IEDO strategic planning and will lead the development and execution of an overarching framework to ensure key external stakeholders are aware of IEDO goals, priorities, values, interests, and activities.
  • Provide opportunities for meaningful two-way dialogue between IEDO and its stakeholders to ensure IEDO investments, programs, and planning align with the interests, needs, and goals of the U.S. industrial sector.
  • Organize the facilitation of strategic planning activities with IEDO leadership, staff, and external stakeholders in order to develop integrated strategic objectives with broad buy-in.
  • Coordinate IEDO engagements on all outreach activities, including but not limited to activities focused on strategic partnerships, public events, Congressional and interagency partnerships, State and local governments, community leaders, special interest groups, and the public at large.
This position will be expected to:
  • Coordinate, develop, and track the implementation of inter-related, multi-faceted outreach activities.
  • Analyze numerous factors and issues having an impact on mission-oriented programs,
  • Develop effective strategies to manage assignments that are significant and have high impact to the organization.
  • Be responsible for decisions regarding how to proceed in planning, organizing, and conducting tasks and analyses or carrying out continuing assignments that may be complicated due to possible conflicting goals and objectives derived from changing legislative or administration priorities.
  • Develop, maintain, and leverage extensive contacts with mid- to high-level managers, supervisors, and technical staff throughout EERE and at major organization levels of DOE; and comparable personnel in other Federal agencies and the private sector, industry associations, and other NGOs. The purpose of the contacts is to ensure DOE, EERE and IEDO goals are communicated and advanced through opportunities to engage with broad coalitions of stakeholders; and when necessary to explain, relate and defend significant, controversial, and sensitive actions, positions, or decisions to the internal and external publics. This requires the incumbent to employ considerable tact, judgment, and logic in articulating the office position on matters of interest.
Qualifications, Skills, and Experience:
  • Bachelors Degree in relevant field (Communications, Public Policy, Public Affairs, Journalism, or other appropriate discipline) with familiarity in IEDO programs and technologies.
  • 10-15 years experience (preference is for experience with DOE RD&D programs).
  • The position will require comprehensive knowledge of the missions, objectives, policies, projects, and programs; the schedules for key milestones; the available resources; and managements commitments as well as the range of administrative laws, policies, and regulations applicable to the assigned organization/program.
  • Skill in effectively communicating complex subjects, both orally and in writing, to senior-level management and officials both within the organization as well as external organizations is also required.
  • Ability to balance multiple long- and short-term projects and competing priorities.
  • Strong organizational skills and attention to detail.
  • Strong analytical (quantitative and qualitative) and decision-making capabilities.
  • Demonstrated independent problem-solving skills.
  • Must be eligible to obtain and maintain a security or clearance badge.

  • Located in DC area from DOE-HQ.
  • Experience working with interdisciplinary teams.
  • Strong ability/interest in making connections and building collaborations.
