The purpose of the Project Manager II, CORE Equipment and Dealer Operations role is to ensure the effective implementation and management of the Clean Off-Road Equipment Voucher Incentive Project (CORE) and other CALSTART initiatives. This involves educating and training stakeholders, improving technical systems, streamlining administrative processes, and ensuring data management and reporting. By coordinating with internal teams and engaging external stakeholders, the role will support the project’s success and foster strong relationships within the industry and with regulatory bodies like the California Air Resources Board (CARB).
The Project Manager II, CORE Equipment and Dealer Operations role will support external stakeholders by educating and training dealers and off-road equipment purchasers, addressing their inquiries, and assisting with Salesforce technical issues to ensure smooth participation in the CORE project. For internal stakeholders, the role will streamline project administration, update the CORE website and equipment catalog, and handle data acquisition and reporting. They will lead in the development of standard operating procedures, organizing events and webinars, and drafting communications, ensuring coordinated efforts and effective project execution. This role also involves collaborating with internal teams and engaging with industry participants and the California Air Resources Board (CARB) to maintain stakeholder relationships and support the overall success of CALSTART initiatives.

What You’ll Do

  • Lead CORE Dealer education initiative and involvement, training dealers and purchasers of off-road equipment on participating in the CORE Project (e.g. responding to inquiry emails, assisting with or escalating Salesforce technical issues, preparing presentations to inform how the voucher processes work, etc.)
  • Assist with all tasks related to administering the California CORE Project by fulfilling functions as outlined in CARB’s grant agreement, including but not limited to developing Implementation Manuals, policies, and procedures, streamlining voucher approval and processing workflows in Salesforce, and engaging industry stakeholders
  • Develop and maintain strong relationships with CORE OEMs and dealers to drive outreach initiatives, manage and oversee equipment eligibility verification and catalog management while developing and implementing standard operating procedures (SOPs) to streamline processes and ensure accuracy and consistency across the CORE program
  • Input new OEMs, Dealers, and Equipment to the Voucher Processing Center catalog, provide feedback to the Salesforce development team on system processes for improvements or maintenance, and lead efforts to improve the dealer user experience of Voucher Processing Center, and assist the Voucher Processing team with system issues or processing inquiries.
  • Help with monthly data acquisition, validation, and reporting (e.g. manage vendor data collection process, work with internal data and validation team to create monthly reporting for CARB) gather and analyze data for the Off-Road Zero-Emission Technology Inventory Tool and CORE Annual User Experience Report, keep records for CORE engagements, and meetings, and help with monthly data acquisition, validation, and reporting.
  • Use CALSTART CRM (Customer Relationship Management) systems such as Salesforce and Monday.com to keep and maintain records for CORE engagements and meetings
  • Lead the development of standard operating procedures for internal processes and using project management tools to further develop enhancements of the program as it pertains to reporting, program funding launches, and program development.
  • Support in organizing CORE-related workshops, events, forums, presentations, and webinars, such as drafting announcement emails and presentation slides, coordinating with communications managing webinars, and strategize communication tactics for workgroups and webinars
  • Assist with other CALSTART initiatives as requested by other teams/departments

What You’ll Bring to the Table

  • Project management experience demonstrating proficiency in scope definition, team leadership, quality assurance, and stakeholder engagement.
  • Experience with Salesforce, including skills in data integration, process automation, dashboard creation, and system customization.
  • Experience supporting diverse stakeholders, with skills in effective communication, conflict resolution, needs assessment, and tailored solution delivery.
  • Demonstrated ability to manage and streamline administrative workflows, with skills in process optimization, documentation management, and workflow automation.
  • Proven ability to work effectively with internal teams and external stakeholders, utilizing collaboration tools, stakeholder management techniques, cross-functional coordination, and conflict resolution strategies.
  • Bachelor’s degree in Environmental Science, Public Policy, Business Administration, or related fields, with skills in data analysis, project management, policy development, and stakeholder communication.

Desired Qualifications

  • 3-5 years of experience in project management, with strong skills in timeline development, resource allocation, budget management, risk assessment, and cross-functional team coordination.
  • 1-2 years of experience with Salesforce, including skills in custom object creation, workflow automation, report generation, data management, and user administration.
  • Experience in sales, with a demonstrated ability to build and maintain strong relationships with external stakeholders, fostering collaboration and mutual support.
  • Experience in the Zero-Emission Vehicle (ZEV) industry or related initiatives, showcasing a strong understanding of industry-specific trends and regulations.
CALSTART values transparency and strives to provide as much information regarding compensation as possible. The complete salary range for this role is $72,000 – $85,760. We determine pay based on several factors, including but not limited to job-related skills, qualifications, experience, education, internal equity and other factors relevant to the job.
