DESCRIPTION

Idaho National Laboratory is hiring a Prime Contract Specialist to work in our Business Management department. Our team works a 9×80 schedule located at our Idaho Falls EROB facility with every other Friday off.

You will perform contract actions in furtherance of INL’s mission.

You will report to the Prime Contracts Manager with no direct reports.

Responsibilities Include:

  • You will be performing prime contract management activities in support of Department of Energy Idaho Operations Office (DOE-ID) contract number DE-AC07-05-ID14517 with Battelle Energy Alliance, LLC (BEA) for the Management and Operation (M&O) of the Idaho National Laboratory (INL).

  • Establish an interface with managers and technical leaders at all levels of the organization with the objective of building meaningful working relationships.

  • Support bi-annual reporting requirements and activities for INLs Performance Evaluation and Measurement Plan (PEMP).

  • Complete technical writing assignments including official correspondence with DOE-ID.

  • Lead or contribute to Prime Contract management activities to include identification and proposed resolution of DOE complex-wide accounting, budget or contracting issues. Research laws, regulations, directives, policies that may impact this administration of BEAs Prime Contract.

  • Develop a network of contacts across the DOE-Complex and participate in associated working groups to research and benchmark best practices.

  • Participate in negotiations of contract modifications impacting funding, administration, directives, requirements, performance, deliverables and other contractual terms.

  • Maintain accurate documentation to justify decisions, conclusions, findings, or recommendations. Uphold compliance requirements and respond to internal and external audit requests.

  • Evaluate risk, objectives, and relationship impacts of contractual decisions and actions.

  • Regularly coordinate with various departments and stakeholders such as Legal, Technology Deployment, Research and Development Directorates, and Export Control, and other business initiatives as needed to ensure INLs business interests are protected.

  • Represent the Business Management organization in directorate activities such as process improvements, problem resolution, system development, and testing.

  • Advise and consult INL program customers of prime contract requirements including any applicable policies, laws, procedures, etc.

  • Provide mentorship and guidance to other professional peers, customers, and/or customers.

  • Collaborate with others and/or works within cross-functional teams to address challenges, institute improvements, and achieve organizational objectives.

  • May aid in the development of laboratory policies and standards for managing and research and operations activities.

QUALIFICATIONS


Minimum Requirements:

  • Bachelor’s degree and 5 years of relevant experience or a Master’s degree and 2 years of relevant experience

  • Bachelor’s degree and 9 years of relevant experience or a Master’s degree and 6 years of relevant experience

    Job Information:

  • The pay range for this position is: Level 3 ($63,528 -$130,284) / Level 4 ($75,804- $155,496). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
