The Shawville Generating Station in Shawville, Pennsylvania, is a major power facility with a capacity of 626 MW. It operates (2) Babcock and Wilcox Subcritical Boilers and (2) GE-F2 Steam Turbines for Unit1-2, as well as (2) Combustion Engineering Subcritical Boilers and (2) GE-F2 Steam Turbines for Unit3-4. Opportunity Summary

As Operations Manager, you will lead the Operations Team to ensure reliable, safe, and efficient plant operations, while overseeing personnel training and fostering a positive work environment. Your responsibilities include maintaining maximum thermal and electrical output efficiencies, analyzing, and improving operational methods, and ensuring compliance with all regulatory requirements, including NERC standards. Additionally, you will manage environmental activities, update operational procedures, and coordinate with external contractors to optimize plant performance.

Your scope of responsibility as Operations Manager includes the following primary functions:

  • Direct the Operations Team to ensure reliable, safe, and efficient plant operations.
  • Oversee the training of all personnel, maintaining the plant Training Manual while fostering morale and motivation among staff and addressing employee concerns as they arise.
  • Supervise the Operations department’s skill improvement, training, and safety programs, ensuring adequately trained personnel are available for continuous and safe project operation. Prepare employees for greater responsibilities.
  • Ensure that thermal and electrical outputs are maintained at maximum levels and efficiencies.
  • Analyze operating results and equipment failures, developing and implementing new methods to improve project efficiency and reduce operating costs.
  • Provide guidance to the Maintenance Manager regarding equipment conditions and required maintenance activities.
  • Ensure the proper implementation of the water chemistry program, including testing, inspections, and maintenance of the water treatment program.
  • Maintain and update the plant Operations Manuals to ensure that operating policies and procedures are current, while overseeing the daily upkeep of essential plant logs and records.
  • Report normal, abnormal, or emergency plant conditions to the Plant Manager and take necessary corrective action in accordance with established policy or at the Plant Manager’s direction.
  • Coordinate all project environmental activities across plant departments to verify compliance with procedures and permit conditions, ensuring Operations personnel are trained to respond to environmental issues.
  • Prepare required reports for the owner and/or utility.
  • Develop and administer contracts and work scopes for external contractors to optimize efficiency in the use of plant and contractor personnel.
  • Ensure compliance with NAES policies, procedures, and project work rules, and that operations meet local, state, and federal requirements.
  • Issue new operating procedures as required, and periodically review and revise existing procedures to ensure they reflect correct and safe practices.
  • Complete special projects as required by the Plant Manager.

NERC compliance responsibilities include:

  • Understand and interpret NERC regulatory requirements, knowing where to obtain information and apply requirements at the plant level.
  • Cooperate with the NAES NERC HQ counterpart and follow up on new regulations and requirements applicable to the plant.
  • Coordinate NERC matters with the Plant Owner/Asset Manager Compliance Representative.
  • Analyze substantial amounts of technical data and structure it to clearly document and demonstrate compliance with applicable NERC standards.
  • Complete and update the Reliability Standard Audit Worksheets (RSAWs) for the plant.
  • Provide accurate, technically competent responses that properly represent stakeholders during compliance visits.
  • Ensure that plant NERC reliability procedures and policies are up to date with requirements.
  • Provide training to plant personnel on updated or new NERC procedures and requirements.
  • Coordinate NERC-required maintenance activities with the Maintenance Manager/Supervisor and external stakeholders (TO/TOP and BA).
  • Track reports, log entries, data sheets, and work orders related to compliance-required tasks.
  • Assist with coordinating outside training requirements and contractor certifications for compliance activities.
  • Track, prepare, and file training records pertinent to the NERC compliance requirements of the facility.
  • Advise management of observed deficiencies and suggest associated improvements.

NAES Safe

  • Conduct/Support Regular Safety Meetings at least monthly.
  • Address safety at all group meetings.
  • Conduct inspections and observations: establish within the department a regular inspection of the work area and a safety observation process of work being performed.
  • Establish and lead these activities following any rules, requirements, or guidance established in your business unit, group, or division.
  • Involve all NAES teammates in the activities.
  • Analyze results, write work orders, and provide training and education to eliminate hazards and at-risk behavior, ensuring compliance with company and regulatory requirements.
  • Conduct regular observation tours: perform at least two safety observation tours of high-risk activities, such as confined space operations, to verify that employees are following safe practices, company procedures, and OSHA regulations.
  • Maintain regular and frequent contacts with workers: conduct one-on-one sessions to discuss safety issues, communicate expectations, and coach safe behaviors, such as ensuring the use of all required personal protective equipment.
  • Respond to incidents: address all safety-related incidents, including injuries, incidents, and near misses; write a report explaining the incident, identify the cause, and recommend corrective action; follow up to ensure corrective action is taken according to established business unit or division practices.

Working Relationships

The Operations Manager reports to the Plant Manager and supervises subordinate operations personnel. The Operations Manager cooperates with the Maintenance Manager, Compliance Coordinator, Plant Engineer, and Plant Administrator as needed in the daily operation of the plant.

Physical Requirements and Working Conditions

Physical requirements include standing for extended periods of time, stair and ladder climbing and routinely lifting up to 50 pounds. Protective equipment must be worn in the performance of some duties (e.g. hard hats, safety glasses, air masks, ear protection, chemical suits, hot gloves and high voltage protective equipment, etc.). Work with hazardous materials may be required. There are extensive smoking restrictions in and around the facility.

Fitness for Duty

All employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post-employment random drug screening.

Work Schedule

This position offers a Monday to Friday work schedule, during regular dayshift hours. Position requires extended working hours and varied shifts with the possibility of weekend and holiday work, as required by schedules, workload, and plant conditions. “On call” status will periodically be required. Some travel may be involved to participate in Manager, Owner, User Group, or other offsite meetings.

Compensation

Initial starting compensation will range from $135,000 to $170,000, and will include an annual performance bonus.

We are seeking a candidate who has extensive power plant Operations technical and leadership experience with a work history that demonstrates a pattern of accomplishments and advancement. Experience must include a supervisory or management position in which there was oversight of hourly employees and delegation of tasks associated with completion of projects.

  • A Bachelor of Science degree in engineering or equivalent is desired, providing a strong foundation for understanding the technical aspects of power plant operations and management.
  • Previous operations management or supervisory experience at a combustion power plant or in a similar role overseeing comparable facilities is desired, demonstrating the ability to effectively manage operations in a similar environment.
  • Demonstrated leadership experience within a power generation or industrial facility, showcasing the ability to manage and motivate a diverse team.
  • In-depth knowledge of local, state, and federal regulations related to power generation and environmental compliance, ensuring adherence to all relevant requirements.
  • Proven expertise in NERC compliance, ensuring that all operations meet the reliability standards set forth by the North American Electric Reliability Corporation.
  • Proficiency in plant safety policies and procedures, familiarity with associated hazards, and knowledge of safety precautions necessary for the operation and maintenance of power plant equipment and machinery.
  • Proven ability to analyze operational results and equipment failures, identify areas for improvement, and implement effective solutions to optimize project efficiency and reduce operating costs.
  • Excellent verbal and written communication skills to interact effectively with plant personnel, management, external contractors, and regulatory agencies.
  • Proficient computer skills, including Microsoft Office; experience with Computerized Maintenance Management Systems (CMMS) is desired.
  • Must possess and maintain a valid driver’s license at all times.
