NEPA/Cultural Resources Specialist (3154)

Navarro Research and Engineering is recruiting an NEPA/Cultural Resources Specialist. This position is fully remote. This is consulting position that will be as needed. .

This position will support the Department of Energy Office of Clean Energy Demonstrations (OCED). OCED is a multi-technology office responsible for overseeing more than $20B of investment in large scale demonstrations in emerging technologies such as clean hydrogen, carbon capture, advanced nuclear reactors, grid-scale energy storage, industrial emissions reductions as well as demonstrations in rural and socioeconomically disadvantaged regions. We are looking for individuals with a range of skills and interest in large-scale clean energy demonstration projects, particularly in renewable systems, carbon capture and removal, hydrogen, and nuclear energy technologies.

The Project Management Division – Environment, Safety and Health Office (ESH) needs an NEPA/Cultural Resources Specialist to support OCED’s compliance with the National Historic Preservation Act (Section 106) for the two cooperative assistance agreements under the Advanced Reactor Demonstration Program.

Specifically, an Archaeologist is needed to support federal staff in:

• Reviewing and providing expert technical input on cultural resource surveys and reports prepared by the recipient.
• Communications and meetings with State Historic Preservation Officers, Tribal organizations, and other organizations, throughout the Section 106 consultation process.
• Making recommendations regarding the eligibility of historic properties for listing in the National Register of Historic Places.
• Identifying adverse effects of federal actions on buildings, structures, and cultural landscapes that are listed, or are eligible for listing, in the National Register of Historic Places.
• Identifying mitigation measures and negotiating Memorandums of Agreement or Programmatic Agreements to resolve adverse effects.
• A lot of this work is NEPA process work such as writing letters to historic preservation officers and tribes, consulting the National Register of Historic Places, and making Section 106 consultation decisions. 

Requirements

• Bachelor’s degree in Archeology, Cultural Resource Management, or related field.
• Minimum of 10 years of experience working with the with the National Historic Preservation Act.
• Previous Department of Energy, or nuclear industry experience desired.
• Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required.
