Job Description

The Massachusetts Department of Energy Resources (DOER) is seeking a Gas-Electric Planning Manager within the Policy, Planning, and Analysis Division to coordinate the Department’s policy efforts across the electric and gas sectors to support decarbonization. As part of that role, the Manager will support the development of policies that promote an equitable, affordable, and reliable transition off natural gas energy supply and into electrified and other decarbonized technologies. The Manager will work closely with the Director, Deputy Directors, and Gas Policy Analyst within the Division, as well as with other DOER Divisions and the broader Secretariat to coordinate this work.

The Policy, Planning, and Analysis Division supports DOER through the development of planning documents, analysis, and policy development in electric and gas distribution, grid modernization, clean energy supply, and energy resilience. The Policy Division participates in state electric and gas regulatory proceedings, including intervening in dockets related to electric system modernization planning and electric and gas rate cases to advocate for clean energy investments and rate design and an equitable transition off natural gas. The Division supports other electric and gas policy development and planning through data management and data analysis, including supporting efforts related to energy system modeling and decarbonization pathways analysis.

The Gas-Electric Planning Manager’s Primary Duties Will Include

  • Lead policy development for joint gas-electric system planning (joint system planning), including leading DOER intervention in regulatory proceedings at the Department of Public Utilities regarding gas and electric utility investments.
  • Develop gas-to-electric transition policies, including regarding distribution system planning, rate design, and targeted electrification and gas decommissioning pilot programs.
  • Develop strategic planning vision and policy for DOER related to integrated gas-electric planning and implementation.
  • Conduct technical analysis of utility investment proposals and rates and coordinate with DOER staff and legal counsel to draft policy positions for DOER legal briefs in regulatory dockets.
  • Draft DOER policy papers and briefing decks for upper management.
  • Coordinate with DOER directors and staff and other state agency partners at the Executive Office of Energy and Environmental Affairs (EEA) and the Massachusetts Clean Energy Center (MassCEC) to align policies in energy efficiency, electric grid, and buildings sector with joint gas-electric system planning.
  • Coordinate with electric and gas utilities regarding joint system planning to promote DOER policy priorities.
  • Lead working group meetings, coordinate internal and external stakeholder groups, and conduct other project management tasks.
  • Other duties as assigned.

Preferred Qualifications

  • An ideal candidate would have experience exploring policy challenges and solutions with gas-to-electric transition planning, utility investments, electrification, or building decarbonization, and the positions of the various stakeholders involved in these issues, including but not limited to the utilities, labor organizations, building sector stakeholders, environmental/climate advocates, community organizations, government entities.
  • A strong candidate would have experience with infrastructure investment plans (e.g. energy, wastewater, or transportation infrastructure), municipal planning, or electric and/or gas utility planning and regulatory proceedings.
  • A strong candidate would have experience writing policy memos or materials for regulatory proceedings.
  • A strong candidate would have experience communicating complex issues to a broad range of stakeholders and decision-makers.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
