Job Description

Basic Function

Coordinates and supervises employee activities related to locating of buried natural gas facilities and damage prevention for Nicor Gas to ensure compliance with applicable local, Federal, State and Company regulations, policies and procedures. Supports the Manager, Locating by helping to provide corporate oversight, standardization, and management for the responsibilities of the In-house Locating team. The supervisor is responsible for the development of new locating employees.

Functional Expertise:

  • Oversees, monitors and assists on all Asset Protection responsibilities, to include but not limited to: locating of underground natural gas facilities, locator quality audits, etc. to ensure they are performed with quality, within compliance and that records are accurate
  • Respond to inquiries from all stakeholders including; state regulators, excavators and/or home owners on damage prevention topics.
  • Facilitate meetings related to Asset Protection contracts and projects prior to their beginning. Negotiate and propose alternatives to field conflicts.
  • Provide accurate data and information for and during contested incident reviews and damage prevention cases.
  • Conduct performance and safety audits.
  • Perform initial investigations related to MVAs and OJIs related to Department.
  • Coordinate Asset Protection new technology testing and implementation.
  • Serves on special projects, as requested.

Engagement:

  • Provide supervision and oversight of processes, provide coaching, establish goals and objectives, training and support to the Asset Protection Locating department employees.
  • Improves and recommends techniques and processes for Asset Protection Specialists and trains new processes.
  • Monitor monthly compliance and statistical reports to ensure adherence to performance measurements (i.e. on-time performance and at-fault damage ratios, etc.).
  • Reviews quality issues with Manager, Locating to identify and implement strategies to prevent damages and improve quality and accuracy of locates for Asset Protection responsibilities.
  • Monitor and follow-up on high profile facilities notifications.
  • Conducts damage prevention education sessions with locate contractors, excavators, landowners and homeowners regarding damage prevention and protecting assets.
  • Coordinate training compliance OQ, OSHA, PSC, DOT and Company Policy for Asset Protection employees.
  • Conducts audits, reviews and tests to ensure compliance on Nicor Gas Operation Procedure Manual and Step Procedures.
  • Represent company at Advisory and association Committee meetings.

  • Monitor safety initiatives such as drive cam and coach employees to ensure company policies are adhered to.
  • Guides and coaches team to achieve corporate goals and performance objectives.
  • Demonstrate and support all safety initiatives.
  • Recommend process improvements.
  • Audit and improve damage reporting for accuracy and timeliness of reporting.
  • Drive and support the Companys Safety-First culture, always leading by example.

Business Acumen:

  • Ensure compliance and requirements are met relating to statements of work, master services agreements, miscellaneous contracts, inspections and audits.
  • Responsible for tracking and monitoring assigned areas of departmental budget. Control overtime and communicate budget impact of field initiatives.
  • Monitor OQ compliance and training documentation for Locating department employees.
  • As required, represent the Company and provide support before the State Commissions, contractors, the courts and facility locating services.
  • Ensures that the Compliance Tracking System, SharePoint Site, and all other required documentation is maintained within compliance and up to date at all times.
  • Ensures procedures relating to the team in the Operation Procedure Manual and in step procedures are reviewed and remain up to date.
  • Follows organizational policies and procedures, and ensures team is in compliance.

Education, Certifications/Licenses:

Required:

  • High School Diploma or GED
  • Valid Drivers license

Preferred:

  • Bachelors Degree

Related Work Experience:

Required:

  • 5+ years of experience of Gas Distribution and/or Transmission operations related.

Preferred:

  • Experience locating underground natural gas facilities
  • Experience Supervising and managing performance in a utility environment
  • Knowledge and experience within natural gas operations
  • Experience working with federal and state regulatory agencies

Specific Skills & Knowledge:

Required:

  • Strong communication and interpersonal skills, ability to multi-task, experience using the Microsoft Office suite, leadership skills.

Preferred:

  • Technical field knowledge of the gas distribution and/or transmission operating systems.
  • Knowledge and experience in handling natural gas emergencies.

Working Conditions/Physical Requirements:

  • A combination of physical and office work is required.
  • Excessive driving up to four (4) hours at a time
  • Overnight travel (10%-20%)
  • Exposure to outdoor elements (rain, sun, heat, cold)
  • Ability to lift up to 50 pounds
