Position Summary:

The Agency Engagement Coordinator will build relationships, monitor research, and the overall advocacy for the propane industry within the industry as well as research affecting the industry. The coordinator will also review data, such as emissions, energy efficiency, and federal reports with the responsibility to identify, analyze, and draft summaries on the information for colleagues as well as the association’s membership. The coordinator will also engage with industries that utilize propane to support advocacy efforts to maintain general use, safety, and awareness of propane. The Agency Engagement Coordinator will regularly represent NPGA at meetings and Webinars, including but not limited to, meetings by the agencies listed under Primary Functions, as well as other agencies. The coordinator reports to the General Counsel, VP Regulatory & Industry Affairs.

Primary Functions:

The primary duties of the Agency Engagement Coordinator are to manage NPGA industry engagement in the following areas:

  • Grants and Funding, including managing funding opportunities and overseeing grant administration.
  • Department of Transportation: Focusing on marine port operations, airport operations, PHMSA actions, FMCSA actions, and charging & infrastructure.
  • Department of Agriculture: Focusing on crop drying, livestock heating, eligibility for crop insurance and other issues.
  • Environmental Protection Agency: Including expanding federal incentives for renewable propane and blended formulas, as well as school bus programs and diesel emissions reduction act grants. Serves as Staff Liaison of the Renewable Fuels Committee for the Board of Directors.
  • Department of Energy: Attend and manage engagement with offices in the Department of Energy conducting research and development on propane, as well as energy efficiency and renewable energy.
  • Federal Energy Regulatory Commission: Regularly act as liaison with FERC on propane matters in terms of storage and pipeline concerns.
  • Surface Transportation Board: Attend Rail Energy Transportation Advisory Committee Meetings.
  • Supply and Logistics: Lead the Propane Supply and Logistics committee as necessary.
  • Renewable Fuels Committee: Lead the Renewable Fuels Committee and efforts to advance renewable propane and other products.

Duties & Responsibilities:

  • Review the daily publication of the Federal Register to identify federal actions that potentially impact the propane industry and prepare a summary for review by Vice President, Regulatory & Industry Affairs to determine if additional action is necessary.
  • Develop an in-depth understanding of federal agency grant activity (e.g. DOE, EPA, DOT, SBA, etc.) to determine funding opportunities available to the propane industry and methods to apply.
  • Manage and administer funding received and develop best practices to increase funding for the propane industry.
  • Participate in relevant agency public meetings and hazardous material industry coalition meetings.
  • Advocate and promote NPGA public policy positions and views on regulatory issues affecting the propane industry.
  • Review and update regulatory compliance guides and materials published by Propane Education and Research Council.
  • Participate in spring and fall meetings of the PERC Advisory Council.
  • Develop a working knowledge of relevant industry codes and standards.
  • Conduct special research, analysis, and writing projects as needed or assigned by senior staff leadership.
  • Effectively interface with all levels of NPGA staff as well as NPGA Board of Directors, Government Affairs Committee, Producers & Wholesalers Section of NPGA Membership, PERC Advisory on Industry Engagement, Propane Supply and Logistics Committee, and Renewable Fuels Committee.
  • Perform other duties as directed.

Qualifications:

  • Bachelor’s degree, preferred with an engineering, energy, technical, and/or political science focus
  • Three (3) years of experience working in a regulatory, government affairs or related field preferred
  • Strong analytical and research skills
  • Strong written and oral communication skills
  • Ability to work on multiple tasks simultaneously
  • Knowledge of computer systems and software
  • Proficient in Microsoft Office programs

This position is based in NPGA’s Washington, DC office. Travel is required 6-8 times per year. Salary will be commensurate with experience.
