   <p>The City of Pasadena Water & Power Department is looking for a Legislative and Government Affairs Analyst to review, analyze, monitor, and comment on proposed federal, state, and local legislation and regulations that may impact the City and/or department.<br> <br> <b>IDEAL CANDIDATE</b><br> The Legislative and Government Affairs Analyst independently performs very responsible, sensitive, and complex analytical work in support of the Water & Power department's External Affairs initiatives, and activities. Work requires strong critical thinking skills and interpersonal competencies in carrying out internal legislative and regulatory affairs activities and in representing the city or department in interactions with state and federal legislators and their staff and members of industry groups and coalitions involved in legislative and regulatory advocacy.    <ul>
    <li>Performs or coordinates technical reviews of legislative proposals, ballot measures and certain regulatory proceedings.</li>
    <li>May develop, recommend, and participate a departments legislative and regulatory affairs initiatives, and activities; ensures City/department management are knowledgeable on new developments and proposed legislation/regulation; as assigned, meets with legislators and legislative staff members individually or as part of a city or department team; prepares and presents reports to the City Council, Council committees, PWP executive team and other working groups.</li>
    <li>Monitors, interprets and evaluates legislative and regulatory change impacting water and energy resources, procurement, transmission and distribution, utility planning and operations, electrification, conservation, renewable energy, environmental and water quality compliance reporting, and, settlement processes; coordinates the work of cross-functional teams to gather data and assist with regulatory filings; stays current on industry and market developments through training and participation in conference calls with trade groups and regulatory agencies; assists in preparing and monitors expenditures associated with legislative affairs budget.</li>
    <li>Prepares bill analyses, position letters, floor alerts, legislative briefing documents for PWP/City leadership, summary leave behind documents for legislative offices, tracking reports, and other written materials, as needed.</li>
    <li>Works closely with Assistant General Manager of External Affairs to develop advocacy strategy and position recommendations to the General Manager.</li>
    <li>Travels to Sacramento, CA and Washington, DC on City business, as needed, to meet with legislative offices, regulatory agencies, policy committee staff, and utility-related associations.</li>

   </ul><b> EDUCATION, TRAINING, AND EXPERIENCE:</b><br> Graduation from an accredited four-year college or university with a major in public or business administration, political science, public policy, engineering, or a closely related field, and at least four years of progressively responsible professional experience in political advocacy, legislative analysis, environmental/regulatory compliance programs, or a closely related field; or an equivalent combination of training and experience.<br> <br> Experience in a utility and/or environmental legislative policy is preferred.<br> <br> <b>SELECTION PROCESS</b><br> The selection process may consist of one or all the following: a written examination, an oral interview panel, and a department interview with the hiring manager.<br> <br> Probationary work period is one year.<br> <br> <b>VACANCY INFORMATION</b><br> There is currently one vacancy in the External Affairs Division.<br> <br> The resulting eligibility list from this recruitment may be used to fill this vacancy and similar vacancies in the future.
