The
Climate Pollution Reduction Program (CPRP) within the Department of Ecology is looking to fill a
State Agency Greenhouse Gas Emissions Analyst (Environmental Specialist 5) position. This position is located
in our Headquarters Office in
Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.
As the State Agency Greenhouse Gas Emissions Analyst, youll play a critical role in researching and data management to provide timely greenhouse gas emissions data and greenhouse gas reduction projections on which Washingtons reduction efforts are based. As an agency expert on greenhouse gas accounting and inventorying, as well as emissions reporting and reductions, youll perform analyses and continuous improvement for Washingtons greenhouse gas emissions. In collaboration with the Department of Commerces State Efficiency and Environmental Performance (SEEP) Office, youll maintain and enhance the robust state agency greenhouse gas reporting system to track progress to net zero emissions in government operations, while providing technical guidance to organizations with inventory reporting obligations, including other state agencies, higher education institutions, local governments, and non-governmental organizations. You will also support analyses and continuous improvement of the Statewide greenhouse gas inventory by developing data streams and modeling protocols for greenhouse gas emissions sectors.

Program Mission: The Climate Pollution Reduction Program's (CPRP's) mission is to implement policies and programs to reduce carbon emissions in the state of Washington so that the state meets its statutory greenhouse gas emission limits. The CPRP focuses long term, requiring creative and strategic decision making for implementation to achieve broad statewide and interstate success reducing carbon emissions in the state of Washington so residents have a healthy environment and climate.
Tele-work options for this position: This position will have flexibility of a hybrid schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint. This position will be eligible to tele-work up to three days per week.

This role is part of the Greenhouse Gas Inventory Unit, a team of scientists focused on tracking greenhouse gas emissions to protect Washington's economy and environment from the effects of climate change. You and your team will calculate emissions, require large facilities and state agencies to report their emissions, and publish results of analyses to help design policies to reduce greenhouse gas emissions and track progress towards an ambitious net zero goal. As the State Agency Greenhouse Gas Emissions Analyst, your primary focus will be on working on facility emissions reporting, data and historical data management, and analysis for state agencies, universities and colleges to meet legislative reporting requirements. As a member of the Greenhouse Gas Inventory Unit you will be part of a team completing statewide greenhouse gas emissions modeling and analysis.
Duties as the
State Agency Greenhouse Gas Emissions Analyst include:
- Direct the agencys work on the Washington State Agency Greenhouse Gas Inventory including data collection protocols and tools, managing current and historical data, data evaluation, and creating legislative reports.
- Manage and continuously improve the State Agency Greenhouse Gas data management and reporting systems.
- Coordinate with the State Efficiency and Environmental Performance (SEEP) Office to complete reports on state agency emissions and emissions reductions.
- Perform sectoral analyses and model current and historical emissions data for the Washington State Greenhouse Gas Inventory.
- Perform various data analyses and modeling, including quantitative modeling of sources and sinks, uncertainty analyses for data streams in the inventories, and quantifiable greenhouse gas reductions and co-benefits.
- Provide technical expertise and assistance with methods to calculate emissions and emissions reductions.
Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
- 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
- 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

- Experience in environmental analysis or control, or environmental planning.
- Education involving major study in environmental, physical, or one of the natural sciences, geography, environmental planning, social dynamics of energy behavior, or other allied field.
