Job Summary:
The Resource Efficiency Manager (REM) will provide resource efficiency management services for U.S Army Installation Management Command (IMCOM) Sustainment Directorate. Duties include identifying energy conservation opportunities and facilitating the implementation of projects, initiatives, and programs that reduce energy consumption and demand, improve resilience, save money, and help the environment. The objectives when performing REM services for the base are to augment existing customer capabilities, work with both the customer and Salas OBrian in a team environment, and act as an on-site representative to facilitate energy and cost savings and attain customers goals. Performance of duty will be at Fort Detrick, Maryland.
In this role, you will:
As the REM, you will help identify energy conservation opportunities and facilitate the implementation of projects, initiatives, and programs that reduce energy consumption and demand, improve resilience, save money, and help the environment. Advise on building energy systems, building energy codes and applicable professional standards, energy accounting and analysis, life-cycle cost methodology, fuel supply and pricing, and instrumentation for energy surveys and audits.
Additional duties would include the following:
Energy Program Subject Matter Expert: Supports compliance with energy and water mandates and achieving the Installation specific energy reduction goals. Keeps abreast of emerging energy efficiency and renewable energy technologies and serves as the technical and programmatic advisor.
Project Development and Implementation Support: Assists installation with energy and water management and programs for the attainment and compliance to energy laws, regulations, policies, goals, and objectives. Assists in project development and execution process.
- Develops COAs for all gaps prioritized in IEPS.
- Generates energy projects from energy audits.
- Supports development of DD1391s, providing initial Scopes of Work, Energy Return on Investments, and Independent Government Estimates.
- Investigates funding strategies, including MILCON, Energy Resilience & Conservation Investment Program, and third-party financing (ESPC, UESC, EUL, PPA), etc.
- Identifies opportunities for energy grants and rebates.
- Oversees development of site packages for ESPC, UESC and other installation financed projects.
Utility Analysis: Maintains a database using information management systems, spreadsheets, advanced meter data, utility billing databases, and expertise.
FRCS and Smart Grid Support: Assists with data collection, site visit coordination, Navy Advanced Metering Infrastructure management, and other FRCS including Direct Digital Control.
Renewable Energy Systems and Micro-grids: Assists with design and advises on operation and maintenance.
Climate Strategy Support: Develops and executes of renewable energy projects; supports the EVSE rollout plan; develops and executes infrastructure upgrade projects to mitigate climate risk; and supports Navys electrification and decarbonization plans.
Engagement with Utility Companies: Works with utility companies to execute projects, including identifying utility interconnection requirements, utility privatization efforts, and supporting UESC projects.
New Construction and Facility Renovation Support: Supports design charrettes, submittal reviews, and project development meetings to ensure sustainable design requirements and energy and water efficiency, cyber secure / resilient design standards are incorporated in the projects.
Operations and Maintenance Support for Energy and Water Assets: Works with the IEM to track new assets supporting energy and water resilience. Review existing maintenance practices and contracts for energy and water assets and provide recommendations for improvement.
Support Energy and Water Awareness Campaigns: Plans and implements energy and water awareness activities, such as Energy Action Month, Earth Day, etc.; develops and conducts periodic training.

Required Skills/Abilities:
- Requires a minimum of 8 years supporting Federal Energy and Facility Programs and Demonstrated experience in Energy Planning Strategy
- Bachelor's Degree in engineering or energy-related field; or equivalent combination of education and experience; military or civilian experience working at Federal installations, or experience in energy-related field may be acceptable
- Must hold a Certified Energy Manager (CEM) certificate or able to obtain a CEM within a year from the start date
- U.S. citizenship is required and must be able to maintain a security clearance
- Knowledge of utility information systems and energy management technologies
- Excellent verbal and written communication skills

- Ability to produce technically correct finished work, including technical reports, white papers, metrics, and briefs
- Proficient computer skills, including the use of spreadsheets, especially MS Excel and other database applications

Salary Range: $95K - $110K
