Idaho National Laboratory is hiring a Program Management Analyst to work in our Program Development Department. Our team works a 9×80 schedule located out of our Idaho Falls facility with every other Friday off. Hybrid work opportunities may be available for this position.

Collaborate with program managers, project managers, and other work scope managers to plan, program, monitor, and integrate program and portfolio schedules and budgets within a mission or support area and across the enterprise. Analyze program systems and operations to identify areas of potential improvement

Responsibilities Include

Communicate with main collaborators to determine portfolio and project requirements and goals.

Work with Capture (i.e., portfolio) manager(s) to organize proposal teams for each assigned effort including leadership, financial specialists, technical editors, reviewers, and other experts.

Review relevant solicitations and communicate requirements/actions to proposal development teams, and develop/provide templates, checklists, and required forms based on solicitation requirements.

Create portfolio and project status presentations for delivery to customers, sponsors, and other collaborators.

Develop portfolio and project plans including information such as goals, technologies, schedules, funding, and staffing.

Collaborate with project managers, project controls analysts, planning and financial control specialists, and

Plan study of work problems and procedures, such as organizational change, communications, information flow, integrated production methods, or cost analysis.

Observe, receive, and otherwise obtain information from all relevant sources.

Provide information to management, co-workers, and team members by telephone, in written form, email, in person, or through other available communications management systems.

Develop constructive and cooperative working relationships with others and maintain them over time.

Gather and organize information on problems or procedures.

Analyze information and evaluate results to choose the best solution.

Provide advice to management or other groups on technical, systems-, or process-related topics.

Strategize, implement, and maintain program area programs that follow organizational goals.

Develop the program area tools and practices along with assessment protocols for evaluation and improvement.

Lead the implementation of the program area that enables us and Project and Portfolio Teams.

Ensure projects are aligned with the program area’s strategy through guidance.

Other Responsibilities As Assigned.

Minimum Requirements:

Bachelor’s Degree in relevant field from an accredited institution.

EX3 – Bachelor’s and 5 years of experience. Master’s and 2 years of experience. Ph. D and 2 years of experience.

EX4 – Bachelor’s and 9 years of experience. Master’s and 6 years of experience. Ph. D and 4 years of experience.

Relevant experience determined by level. Experience includes work in financial, scheduling, and work management processes such as P6 and Cobra.

Proven track record bringing program data into a useable and manageable format.

PMI PMP, PgMP, APMP, or other relevant professional certification

Job Information

  • The pay range for this position is: Level 3 $75,804 – $155,496() / Level 4 ($91,008 – $186,588). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.

  • This is a multi-level posting and you will be placed at the appropriate level dependent on depth and breadth of proven experience.
