Job Description I daho Laboratory is hiring a PROCUREMENT SPECIALIST to work in our Business Management department. Our team works a 9×80 schedule located out of our Idaho Falls EROB facility with every other Friday off. You will be responsible for the acquisition process including the creation of solicitation documents, evaluation of bids/proposals, market trending, proper supplier selection and the negotiation of price, delivery, quality, and service. You will report to the Manager of Procurement. Responsibilities Include: Review and analyze requisitions for material acquisitions to ensure adequate descriptions are provided and any required reviews and approvals are complete. Determine the most appropriate purchase order instrument (i.e., purchase order, purchase order revisions, BPO).
  • Procure mostly commercial goods and materials. Initiate and administer simple fixed-price service acquisitions.
  • Has the authority to commit the company up to a delegated authority by providing acquisition support for the issuance of purchase orders and subcontracts of increasing complexity generally valued at <$250,000. More complex transactions are accomplished with oversight from more senior staff or Procurement Management.

  • Solicit suppliers and negotiate pricing, delivery, and other terms. Evaluate suppliers on the basis of price, quality and delivery.
  • Solicit vendors and negotiate fair and reasonable prices, delivery, and other terms with suppliers.
  • Administer orders from award through delivery, payment and closeout including surveillance, expediting, and required follow-up.
  • Coordinate the identification, specification, and sourcing of materials. Determine the most appropriate contracting instrument and review requisition information including specifications.
  • Resolve receiving and accounting discrepancies (open order tracking) including expediting suppliers. Resolve discrepant order processing (snag list). Close and archive procurements.
  • Establish strategic partnerships between customers and suppliers.
  • Maintain precise documentation to justify decisions, conclusions, findings, or recommendations.
  • Provide guidance and direction to customers and suppliers regarding development of requisition documentation and other procurement-related issues.
  • Participate in pre-procurement planning with programs to help develop requisition documentation and assist Requestors..
  • May resolve material receiving issues between supplier documentation, quality assurance, and purchase order requirements.Qualifications: Minimum Requirements: Level 1: Bachelor’s degree in business-related field Level 2: Bachelor’s degree in business-related field and two years related experience

  • The pay range for this position is: Level 410($45,300- $88,440 / Level 420 ($54,876- $107,064 ). At Idaho Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
