Job Description Idaho Laboratory is hiring a Manager, Construction & Fabrication Acquisitions to work in our Business Management department. Our team works a 9×80 schedule located out of our Idaho Falls EROB facility with every other Friday off. You will be fully accountable to manage, without appreciable direction, all construction and fabrication acquisitions needed to support site-wide customers. You will report to the Manager of Acquisition Management. Responsibilities Include: This position requires specialized knowledge and skill-sets to provide leadership and oversight of construction, fabrication, and moderate to high-hazard safety related acquisitions; the ability to read and interpret drawings and other construction and fabrication documentation (e.g. safety, quality, special conditions, construction specifications, etc.); provide acquisition management representation and participation in constructability and fabricability design reviews; and provide acquisition leadership to construction and fabrication project teams. The scope encompasses acquisition activities for Idaho Laboratory (INL) that typically total more than $400M annually.
  • Responsible for management of supervisors and staff and their execution of acquisitions’ in support of accomplishing the Laboratory mission.
  • This includes human capital management that promotes professional development, rotational development opportunities, mentoring, coaching, and relationship development to support the current and future business of INL.
  • Ensure appropriate administration of procurement actions from pre-award through delivery, payment and closeout. Continually assess quality of acquisition output (e.g. contract documents, procurement summaries, notifications, file structure, etc.) to assure compliance with approved procurement system.
  • Demonstrate in-depth knowledge of a wide variety of subcontracting strategies and appropriate use of contract types.
  • Have a demonstrated skill set in understanding acquisition methods, procurement policy, Department of Energy (DOE) Acquisition Regulations (DEAR)/Federal Acquisition Regulations (FAR), associated laws and directives (e.g. Davis-Bacon Act, INL Site Stabilization Agreement, etc.) and procedures related to acquisition and exploit such knowledge to improve delivery of an efficient and effective acquisition system to the customer.
  • You will communicate with all levels of management including senior leadership at INL, other laboratories, DOE and other Governmental entities, and subcontractor businesses working with the INL. Provide acquisition regulatory interpretation and recommendations to all levels of Laboratory management.
  • Lead development and implementation of acquisition-related solutions and strategies supporting Laboratory mission accomplishment.
  • Such solutions and strategies should provide meaningful benefit and efficiency with Laboratory-wide impact and be accomplished while considering spend analysis and trends, strategic understanding, program planning integration, and associated acquisition tactics.

Qualifications: Minimum Requirements: Bachelor’s Degree in a business or technical discipline plus 7 years relevant experience or Advanced Degree and 5 years relevant experience. A minimum of 5 years of contract administration experience working within a Department of Energy (DOE) Management & Operating (M&O) procurement environment is highly desirable. Current experience consisting of direct management/supervision or leadership responsibility for a staff of acquisition professionals, in a DOE environment is preferable. Must have experience managing the creation and administration of a diverse mix of contract types of wide-ranging complexity and uniqueness with an emphasis on service subcontracting.
