Summary

The hiring salary range for this position is $3,195.66 – $3,992.23/semi-monthly or $6,391.32 – $7,984.46/month or depending on qualifications.

Decarbonize DRCOG will:
  • Perform whole home retrofits in low-income communities,
  • Provide energy advising services and electrification-oriented rebates and incentives to home and business owners,
  • Support workforce and industry development,
  • Execute a mass market marketing and community engagement campaign, and

Description of Work

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Division.

  • Oversight of contract management for the Decarbonization DRCOG program. Prepares, tracks, reviews and processes Decarbonization DRCOG contracts and agreements; in conjunction with the DRCOG Program Manager, Contracts and Budget reviews and updates contract language in accordance with applicable legal requirements and agency guidelines and policy; encumbers contractual funds; and monitors and closes out completed contracts. Supervises the Decarbonize DRCOG contracts specialist.
  • Enters fiscal data into automated systems and verifies accuracy; performs calculations and reconciles data; inputs and monitors budget data and related revenue/expense information. Tracks project and contract budgets and provides related reporting to appropriate parties.
  • Responds to information requests from staff and external contacts and organizations; researches and gathers information; provides information and technical assistance regarding applicable laws, policies, rules and regulations; and provides recommendations.
  • Maintains records, reports, documents and files according to records retention procedures and regulatory requirements. Prepares, processes and distributes reports, correspondence and various forms.
  • Performs other duties of a similar nature and level as assigned.
  • Preparing, tracking, and processing Decarbonization DRCOG contracts according to agency guidelines and policies;
  • Conducting research, including legal and regulatory questions and project/contractual activities, responds to requests for information from staff, and makes recommendations accordingly;
  • Oversight of Decarbonization DRCOG RFPs including creation, posting, and evaluation;
  • Works in conjunction with Decarbonize DRCOG program staff to present new contracts to the Finance and Budget Committee when appropriate;
  • Trains, develops and coaches direct reports;
  • In coordination with DRCOG Program Manager, Contracts and Budget ensures appropriate insurance coverages are obtained by subrecipients and contractors
  • Monitors legal risk of Decarbonize DRCOG program to the agency and informs Director of Finance and Administration of vulnerabilities regarding programmatic activities;
  • Managing project budgets to include entering budgets and making subsequent budget revisions, performing budget analysis, and researching/providing information related to project expenditures for staff. Performs monthly analysis of program budget expenditures;
  • Encumbering contractual funds, managing and closes-out contracts and other encumbrances on agency projects;

Education and Experience

Bachelors degree, a minimum of five years of clerical, office support and accounting support experience, and three years supervisory experience. OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
