Job Description

Under general direction of the Energy Resources Specialist III (Supervisory) of the Existing Buildings Branch of the Efficiency Division, the incumbent will provide expert guidance on highly complex and technical problems; and provide expert consultation services within their area of expertise in the field of existing building decarbonization and communicating information in an audience-friendly manner. The incumbent is the most highly skilled practitioner who serves as a prime resource and innovator in energy-related subjects, which are the most sensitive and complex due to the rapid development in the subject area. This branch has primary responsibility for developing and implementing programs, policies, and regulations that improve existing building performance to facilitate achieving the states energy efficiency and carbon reduction goals. This includes, but is not limited to, building performance measurement, statewide benchmarking program, data analysis, bill analysis, and policy development. In addition, the incumbent represents the division and California Energy Commission (CEC) before various state, federal, and local energy agencies and regional, national, professional, and governmental bodies which significantly influence the states energy policies with respect to existing building decarbonization activities. The incumbent will serve as a knowledgeable resource on policy, technology, market, and strategic issues as directed; and plays a primary role in coordination and collaboration with other state, federal, and local agencies, as well as other interested stakeholders and the public.

Working Conditions

The CEC supports a hybrid workplace model with office-based and remote-centered workers. Limited in-person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance. This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location.

Department Information

The CEC was established by the Legislature in 1974 to address energy challenges facing the state. Today, the CEC is the state’s primary energy policy and planning agency and is leading the state to a 100% clean energy future. Serving all Californians, the CEC embodies diversity, equity, and inclusion, and has taken an active and meaningful role in creating an environment that enables each employee to thrive. The CEC supports a hybrid workplace model with a workforce of office-based and remote-centered workers. The CEC operates under the umbrella of the California Natural Resources Agency and shares offices with the agency in a LEED Platinum Certified Building in downtown Sacramento. The California Energy Commission seeks a Building Decarbonization Engagement Lead in the Existing Building Branchs Policy and Analysis Unit.

Desirable Qualifications

Highly knowledgeable about decarbonization issues, strategies, and technologies related to reducing greenhouse gas emissions in existing commercial and residential buildings, California energy policy and policy development and implementation processes, associated energy saving and cost-effectiveness methodologies, optimizing building usage to support grid resiliency, and advancing energy equity.
  • Highly proficient in writing, analyzing, evaluating, challenging, developing, and defending policy reports.
  • Ability to provide expert guidance to building owners, contractors, building departments, and other stakeholders throughout California on existing buildings decarbonization and electrification, and lead development of educational and training resources and tools used to increase industry knowledge to increase compliance with the states carbon reduction goals.
  • Ability to plan, organize, prioritize workload, including planning and running public workshops, collaboratively lead a team of highly technical scientists, engineers, interact respectfully with stakeholders, and provide expert consultation to management and commissioners.
  • Experience running highly technical projects from start to finish, on time, within budget, with input from a diverse group of public stakeholders.
  • Collaborative mentality, with excellent written and verbal communication skills, including making technical, public presentations.
