AES is seeking a Labor Compliance Manager for US Renewables to coordinate our efforts around project compliance with Prevailing Wage and Apprenticeship regulations. This position will be based remotely or in one of our US-based offices, reporting to the Director of Project Controls, and will focus on DG and utility-scale solar, battery storage, and wind projects.
Key Responsibilities:
Creates and maintains standardized internal tools for tracking of project labor compliance documentation and compliance metrics:
Develops reports to summarize status of documentation and labor compliance to Project Teams, Project Controls organization, and Executive Leadership teams
Establishes clear procedures for tracking project labor compliance documentation
Establishes clear procedure for issuing requests for missing and revised documentation
Works with Digital and IT teams to investigate, select and build appropriate tools for documentation tracking
Conducts training for internal teams and external EPC partners to drive understanding of AES labor compliance documentation needs and contractual requirements:
Provides technical support and oversight regarding labor compliance topics to the internal Execution teams
Prepares and helps to present labor compliance requirements at pre-bid and pre-construction meetings for projects subject to payment of prevailing wages
Responds to prevailing wage questions, concerns, and matters from internal teams and external EPC partners
Coordinates with third party labor compliance auditors and drives standardization amongst deliverables between AES and those auditors:
Supports Project Management correspondence with the applicable auditors staff to ensure compliance
Supports communications with auditors to resolve discrepancies and inadequacies relative to submittals
Incorporates function of Labor Compliance into the Organization and the Project Controls team:
Coordinates with internal legal, tax, contracting and compliance teams to identify applicability of state and federal prevailing wage requirements
Assists with the development of labor compliance policies, procedures, form templates, and instructional/operations manuals
Incorporates market data and Lessons Learned
Advances understanding and application of contract commercial terms
Experience/Qualifications/Education Requirements
A minimum of 5 years prior experience in the Labor Compliance field strongly preferred
Bachelors degree preferred; other qualified certifications and/or programs will be taken into consideration in lieu of preferred education
Direct experience from public agency, construction management consulting firm, compliance consulting firm, local union, or general/sub-contracting firm preferred
Extensive understanding of Labor Compliance policies, procedures, and practices
Outstanding social skills, including internal collaborator management and ability to maintain professional and effective exchanges with team members and outside parties
Excellent organizational skills proven by clear and effective project plans and executive level reporting
Working knowledge of labor compliance concepts, techniques, and software
Demonstrates alignment with AES Values
Experience in the renewable power industry with significant wind and/or solar energy management experience preferred
Detail-oriented with strong and effective organizational and time management skills
Must possess excellent written and verbal communication skills at all levels within the organization; Ability to present complex information in an understandable manner
Strong computer and analytical skills, proficient with MS Office suite, Quickbase, Box and Procore
Willingness to travel up to 20%

Work may be occasionally performed in an office environment or in the field. Must be able to sit, stand, bend, twist, and lift up to 20 pounds. Ability to travel as needed.

The expected salary for this position, at commencement of employment, is between $120.000 and $153.000/Annual; however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, and experience. The total compensation package for this position may also include other elements such as annual bonus, in addition to a full range of medical, dental, vision, life, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as vacation, sick time, and parental leave), dependent on the position offered.
