The City of Pasadena Water & Power Department is looking for a Legislative and Government Affairs Analyst to review, analyze, monitor, and comment on proposed federal, state, and local legislation and regulations that may impact the City and/or department.
IDEAL CANDIDATE
The Legislative and Government Affairs Analyst independently performs very responsible, sensitive, and complex analytical work in support of the Water & Power department’s External Affairs initiatives, and activities. Work requires strong critical thinking skills and interpersonal competencies in carrying out internal legislative and regulatory affairs activities and in representing the city or department in interactions with state and federal legislators and their staff and members of industry groups and coalitions involved in legislative and regulatory advocacy. The incumbent for this position should be politically savvy and be a driven self-starter.

COMPETENCIES
The following list represents the core competencies needed for success in this position.
EDUCATION, TRAINING, AND EXPERIENCE:
Graduation from an accredited four-year college or university with a major in public or business administration, political science, public policy, engineering, or a closely related field, and at least four years of progressively responsible professional experience in political advocacy, legislative analysis, environmental/regulatory compliance programs, or a closely related field; or an equivalent combination of training and experience.
Experience in a utility and/or environmental legislative policy is preferred.
SELECTION PROCESS
The selection process may consist of one or all the following: a written examination, an oral interview panel, and a department interview with the hiring manager.
Probationary work period is one year.
