Job Summary

The Power Supply Project Manager oversees long term power supply planning, acquisition of new resources, and issues related to power and transmission contracts and markets. The Power Supply Project Manager manages the planning, development, organization, communication, and implementation of projects related to LPEAs transition away from its long-term power-supply contract and evolution toward a flexible energy future. Projects will involve one or several business functions and coordination of both internal and external stakeholders.

Essential Functions

  • Optimizes LPEAs power supply portfolio to provide the lowest possible cost of power while meeting LPEAs objectives for decarbonization and local economic development
  • Analyzes and works with the Executive VP of Grid Solutions on complex economic, financial, and contractual matters for existing and future power supply contracts
  • Performs planning for adequate and low-cost transmission capacity
  • Works with utilities, LPEA management, Tri-State staff, and other regional and local agencies in an effort to build and maintain coalitions and common positions on power supply, transmission and market issues
  • Manages the development and distribution of project Request for Proposals
  • Serves as primary point of contact for assigned projects
  • Administers power supply and transmission contracts
  • Provides analysis and recommendations of power supply, transmission and market issues to the Leadership Team, and outside entities as needed
  • Leads LPEAs Integrated Resource Plan
  • Prepares LPEA power supply budget and plan
  • Performs research on various issues related to utility industry and new energy technologies
  • Tracks compliance with related to generation supply
  • Secures transmission delivery for all outside resources
  • Evaluates the direct ownership of generation facilities
  • Maintains knowledge on local and regional power supply issues
  • Positions LPEA to capitalize on EIM, RTO and EDAM opportunities
  • Provides recommendations on developing legislative and FERC matters
  • Reviews all power supply invoices for accuracy
  • Reconciles forecasted and actual loading and explains discrepancies
  • Develops and administers project goals and objectives in coordination with the CEO, leadership team and external partners, according to LPEAs business strategies
  • Acts autonomously while defining, coordinating and delegating project task assignments, and maintaining liaison with stakeholders within and outside of LPEA
  • Develops and administers project schedules
  • Assigns, coordinates, and monitors team member work tasks to ensure that deadlines are met

Education and Experience

Minimum Requirements

  • Bachelors degree (B.S.) in engineering, science or a related field, from an accredited college or university or equivalent combination of education and experience.
  • Minimum of five years of power supply experience
  • Minimum of 10 years electric utility experience

Highly Preferred

  • Project Management Professional (PMP) Certification
  • Minimum of three years prior experience with project management

  • Power Purchase Agreements
  • Network Integrated Transmission Service (NITS) agreements
  • Open Access Same Time Information System (OASIS)
  • Open Access Transmission Tariff (OATT) filing
  • SPP (Southwest Power Pool) compliance
  • Principles, practices, and philosophies of project management and control
  • Problem identification and analysis techniques
  • Leadership methodologies and decision-making processes

  • Management philosophies, methods, and procedures, management sciences, and organizational structures

Required skills:

Supervision: While this position does not directly supervise LPEA employees, it will be responsible for influencing others including peers and colleagues, resulting in outcomes that will affect Cooperative business.

Responsibility: Decisions and duties have a significant impact on Cooperative operations. Required to develop and make recommendations concerning new policies and procedures. Often interprets regulations as they apply to other functions or work groups.

Complexity: Problems are complex and unique. Methods and procedures are loosely defined and require judgment to apply them to the work. Work is highly varied. Tasks may be unrelated.

Communications: Requires communications to negotiate agreements within defined limits, influence others, resolve problems and/or gain acceptance of information, programs and decisions.

Job duties generally take place in an office environment with climate control and moderate noise. While performing the duties of this job, the employee is regularly required to stand, walk, sit, use hands to finger, handle, or feel talk and hear. The employee is frequently required to reach with hands and arms. The employee is occasionally required to climb or balance and stoop, kneel, crouch, or crawl. The employee must regularly lift and /or move up to 10 pounds, frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus.

Compensation
$175,000 – $190,000 annually
