The Neighborhood Community Development Fund (NCDF) is a certified community development financial institution (CDFI). The Green Energy Program Manager (Program Manager) is a new position at NCDF that will support NCDFs participation in the U.S. Environmental Protection Agencys Clean Community Investment Accelerator (CCIA) funding programs. The Program Manager will assist NCDFs lending team in developing a pipeline of eligible projects in qualified low-income or climate justice census tracts that are prepared to benefit from affordable financing for renewable energy & storage, energy efficiency upgrades, and/or zero-emissions transportation. The Program Manager will also coordinate with strategic community partners, develop a network(s) of industry stakeholders and relationships with potential financing partners. Responsibilities include developing loan products aligned with CCIA program goals and connecting clients to support services. The Program Manager will report to the Executive Director.

We work with diverse groups of customers, including small businesses, individual entrepreneurs, and neighborhood-based organizations. We provide loans to start-up and existing small businesses, community service organizations, and real estate developers focusing on affordable housing or commercial district revitalization.
Responsibilities
Cultivate and maintain strong relationships with a network of solar developers, energy efficiency contractors, affordable housing developers, and nonprofit partners committed to reducing greenhouse gas emissions in low-income and disadvantaged communities. Facilitate loan officer engagement with this network to access referrals and source potential loans.
Attend relevant community events, networking functions, and industry conferences to connect with potential referral sources and/or borrowers.
Work with loan officers to develop a pipeline of eligible projects that can use financing to acquire renewable energy, energy efficiency upgrades, and/or zero-emissions transportation.
Provide clients with guidance and support that helps them navigate potential tax credit availability, access technical assistance providers, and develop project plans & budgets.
Market Green Energy loan products to eligible applicants through social media, seminars, printed materials, and other methods.
Assist loan officers as they respond to pre-application inquiries
Assess eligibility and technical assistance needs of potential clients and make appropriate referrals.
Educate eligible applicants on NCDFs Green Energy Loan Product requirements, application and process to facilitate complete and competitive loan applications.
Collaborate with the Executive Team to coordinate, leverage, and align NCDF resources around program goals and to develop a marketing strategy, outreach materials, and related efforts to promote the activities, outcomes, and successes of NCDFs Green Energy program.
Maintain records of outreach activities, partnership MOUs, and referral sources.
Analyze data to identify trends, opportunities, and areas for improvement in NCDFs Green Lending products and/or processes.
Stay updated on industry trends, best practices, and regulatory changes that impact CDFI operations and CCIA lending practices.
Required Skills/Qualifications
Demonstrated knowledge of the Green Energy sector.
Knowledge of tax credits and other incentive programs that reduce the cost of acquiring renewable energy or making energy efficiency upgrades to commercial real estate, multifamily housing, and affordable housing, such as Elective/Direct Pay reimbursements made available through the Inflation Reduction Act, Tax Credits, Purchase Power Agreements, Solar Renewable Energy Credits (SRECs), etc.
Familiarity with commercial lending and finance.
Experience with small business outreach.
Ability to analyze budget, financial and credit data
Bachelors degree in finance, economics, environmental science or a related field or relevant experience.
