Capital Plan Development is responsible for developing and implementing the Five-Year Capital Plan which outlines priorities for creating new school facilities as well as upgrading our existing buildings. The Fiscal Year 2020-2024 Five-Year Capital Plan totals $17 Billion and is broken out into three categories: Capacity, Capital Investment, and Mandated Programs. Through the execution of the Five-Year Capital Plan, the division plays a key role in shaping and defining the projects that will meet the complex and vital needs of our evolving school system. Capital Plan Development also oversees “Resolution A” (Reso A) projects which are school-specific capital improvement or enhancement projects funded by the Borough Presidents or members of the New York City Council as well as manages the implementation of Mayoral initiatives.
Job Description Summary
The Energy Project Manager will sit within the Sustainability Planning Unit of the Capital Plan Management Department, which is responsible for strategic and capital planning on all sustainability related projects. In particular, the Unit coordinates the $1.4B school electrification program which aims to remove fossil fuels from existing schools and convert them to all-electric buildings. Working closely with the Director of Strategic Planning for Sustainability, Energy Manager, internal stakeholders, and in partnership with the NYC Department of Citywide Administrative Services (DCAS) Division of Energy Management (DEM), the Energy Project Manager will primarily be charged with supporting the development and implementation of projects that reduce energy and carbon emissions as well as clean energy projects in City schools. These projects can include coordinating the installation of solar, green infrastructure, and energy conservation measures.
