Job Description

The Massachusetts Department of Energy Resources (DOER) is seeking a Clean Energy Coordinator, Program Coordinator III, within the Policy, Planning, and Analysis Division to coordinate the Department’s participation in energy supply procurements including the Section 83C offshore wind procurements and to provide project management support for other clean energy rates and supply projects. As part of that role, the Coordinator will support the Commonwealth’s efforts towards meeting its power sector emissions reduction limits. The Coordinator will be expected to incorporate considerations of impacts to Environmental Justice (EJ) communities when analyzing policies and programs and to provide recommendations to management on policy designs and processes to enhance equity in DOER’s policies and programs. The Coordinator will work under the supervision of the Deputy Director of Policy & Planning (Energy Supply) and will work closely with the Director, as well as other DOER divisions and the broader Secretariat to coordinate this work.

The Policy, Planning, and Analysis Division supports DOER through the development of planning documents, analysis, and policy development in electric and gas distribution, grid modernization, clean energy supply, and energy resilience. The Policy Division participates in clean energy procurements, including offshore wind and other clean energy procurements. The Division supports other electric and gas policy development and planning through data management and data analysis, including supporting efforts related to energy system modeling and decarbonization pathways analysis.

The Clean Energy Coordinator’s Primary Duties Will Include:

  • -Provide project management and analytical support for DOER participation in offshore wind and other clean energy procurements, including, but not limited to, managing project timelines and deliverables, reviewing and evaluating bid materials, conducting data analysis, drafting memos and policy recommendations for management review, and coordinating on project management with external parties including the electric distribution companies, Attorney General’s Office, and other relevant stakeholders.
  • -Provide project management and analytical support on other policy initiatives related to energy supply and rates, including municipal aggregation and the Interagency Rates Working Group, as relevant.
  • -Track, research, and analyze trends in the energy industry and markets, including the offshore wind industry.
  • -Conduct policy analysis regarding impacts of energy procurements and other policies on environmental justice (EJ) and low-income populations.
  • -Contribute to inter-agency working groups related to renewable energy, offshore wind, energy supply, and electric rates.
  • -Respond to numerous ad hoc requests for information on such things as energy markets, policy or state, regional and national energy data trends.
  • -Other duties as assigned.

Preferred Qualifications:

An ideal candidate would have:

  • -Experience managing complex projects and coordinating with internal and external parties;
  • -Working knowledge and interest in energy markets, offshore wind, and state government functions;
  • -Be inquisitive, conscientious, and an effective problem solver and communicator;
  • -Working knowledge and interest in wholesale and retail energy markets, electric rates, and clean energy;
  • -Strong skills in Microsoft Outlook, Excel, and Word;
  • -Experience writing policy memos, preparing slide decks, or other materials communicating complex concepts or technical information;
  • -Experience communicating complex issues to a broad range of stakeholders and decision-makers.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor’s degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*

III. A Bachelor’s or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.
