This position ensures compliance with federal, state, and local regulations as well as the companys policies and procedures related to environmental permitting and compliance. The Environmental Manager also acts as the liaison between environmental agencies and our Operations function for all environmental matters. While the Environmental Manager will spend most of their time with DKL Delaware matters, they will also provide significant assistance across the DKL asset footprint by stewarding and tracking compliance requirements, completing and submitting reports, assessing and processing MOCs, interacting with Operations, and providing subject matter expertise for regulatory and permitting.
- 4 year / Bachelor’s Degree (Required) – in Environmental Science, Engineering, or a STEM-related discipline.
- In lieu of the above education requirements, an equivalent combination of education and experience may be considered.
- A minimum of 10 years related experience is required although employees typically have 15-20 years.
- Midstream or downstream industry experience in environmental matters surrounding the handling and storage of crude oil, refined products, gas transmission, gas processing, related condensates, produced water, UIC, and AGI matters.
- Experience with TCEQ, TxRRC, NMED, and NMOCD required.
- Advanced knowledge of applicable federal and state air and water quality regulations is required, specifically New Source Review and Title V permitting, NSPS Subpart JJJJ, NSPS Subpart OOOO/a, NSPS Subpart Kb, Stack testing, LDAR Method 21 and Appendix K OGI, and RCRA waste.
- No Licensure or Certification Required.
- Occasional overnight travel will be required.
- Oil and gas industry experience required.
- Experience working in Louisiana, Arkansas, and Tennessee in addition to required Texas and New Mexico.
- Administering and using software and accessing domains that support environmental permitting and compliance.
- Strong written and verbal communication skills, capability to organize and write plans, procedures and materials to communicate with senior leadership and operating units.
- Adept using MS Office software (Outlook, Word, Excel, PowerPoint, Vizio) and related tools (MSTeams, Sharepoint).
- Experience in Emergency Response, Cleanup/Remediation, DOT HazMat intermodal, Occupational Safety, and Process Safety.
- Leads environmental permitting and compliance activities for the assigned facilities in coordination with the Operations function to ensure new and modified operations secure required permits.
- Provides timely regulatory updates and training to facilities/assets as well as tactically executes compliance programs.
- Represents company in dealing with Federal and State environmental regulatory agencies to ensure compliance planning and strategies; pro-actively develops trusting relationships with regulatory agencies as appropriate.
- Provides tactical support for DKL capital projects, operations, and maintenance for environmental emission control devices.
- Works with operations and corporate personnel to resolve complex environmental matters.
- Manages and completes Compliance Assurance Monitoring system activities including compliance documentation QA/QC, fugitive LDAR, and stack testing; conducts compliance audits and provides other environmental surveillances, manages storage tank roof seal inspections, recordkeeping and reporting.
- Ensures appropriate corrective action is taken where compliance and management system gaps are identified.
- Acts as the primary contact for Environmental Agencies including coordination of agency inspections and follow-up activities.
- Maintains advanced knowledge of applicable and developing regulations for applicable matters including the Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act, Endangered Species Act, and various state level regulations. Conducts regulatory assessments and provides regulatory interpretations and guidance.
- Prepares and submits, including estimating emissions, all Federal and state reports and maintains detailed records to document conclusions.
- Implements environmental compliance recordkeeping and reporting systems.
- Responds to, determines routine and episodic emissions and discharges/releases, and completes reporting for environmental release events.
- Identifies and implements training plans for reports and self.
- Sets, justifies, maintains and costs forecast departmental operating expense budget; justify company and contractor headcount.
- Develops and maintains spill prevention and planning programs.
- Coordinates as necessary with corporate functions including EHS and Legal.
- Performs other related duties to meet the ongoing needs of the business.
