The OMC is responsible for shepherding work requests through the structured maintenance process and return to service. Key aspects of the OMC role include work with the Area Specialist to prioritize work requests; implement a robust tracking process to ensure work requests arent lost; ensure that equipment is requested to be prepped prior to maintenance arrival; ensure that work requiring MOC is not started up without approval. Additionally, the OMC must track and ensure that compliance work and inspections such as PSV inspections, vessel inspections, and temporary repairs are completed on time and the asset remains in compliance. The OMC will manage deferrals and additions to TA work scope. This role is the gatekeeper and process facilitator, ensuring that all work adds value and is prioritized, planned, and executed in the most cost-effective way. They are also the Operations SME for SAP and the maintenance execution process.

- High School Diploma or GED (Required)
- In lieu of the above education requirements, an equivalent combination of education and experience may be considered.
- Ten (10) or more years Experience in refinery, petrochemical or chemical role (Required)
- Preferred CertIfications/Licensures: (5-S, Six Sigma or Lean Manufacturing principles)
- Collect additional/missing required information to approve or reject work requests.
- Communicate with Refinery personnel on work that is occurring in their respective areas and coordinates maintenance first starts.
- Prioritizes maintenance work on refinery assets.
- Screens work requests to ensure that the information is complete, the request is reasonable, and the priority is correct based on defined guidelines as per RAMS.
- Determine assignments of activities to Operations or maintenance personnel to ensure optimal use of resources.
- Coordinate with the Maintenance Scheduler to develop the Weekly Schedule. Work with Maintenance Supervisors to develop the Daily Schedule.
- Review preliminary schedules to ensure they meet the needs of the process units. Liaise between Operations and Maintenance on any schedule conflicts so that they get resolved.
- Provide schedule information to Operations Supervisors for equipment preparation needs via daily OMC Guidelines.
- Collaborate with maintenance planners and others to schedule and coordinate scheduled outage events.
- Review work request and work order backlogs on an ongoing basis to ensure that jobs with the highest priority and greatest value are prioritized, planned, and executed in a timely fashion so that regulatory requirements are maintained, and the units reliability is not jeopardized.
- Communicate with appropriate department when work request is denied.
- Manage the work order system to ensure that preventive maintenance is executed as scheduled, or that appropriate documentation is completed to support any exceptions; and (b) that the routine maintenance work order backlog is maintained at an acceptable level.
- Participate in work order backlog review and prioritization. Assist with identifying and implementing reliability driven improvements.
- Review and assist planning for jobs requiring MOC or changes in start dates due to material or service requirements.
- Coordinate processes to ensure that equipment is not started up prior to MOC approval.
- Work with Maintenance as needed to continually optimize preventive and predictive maintenance (PM / PDM) activities and triggers.
- Coordinate Operations activities (e.g., equipment readiness, permits, lockout / tag out (LOTO), wash down / cleanup, etc.) as needed to allow Maintenance to complete its scheduled work.
- Coordinate 120 day lookahead to ensure that all compliance dates are met for items such as PSV, Internal/External inspections, and Repair Requests.
- Manage and report out on maintenance spend and budget for the operating area.
