Job Summary:

We are seeking a detail-oriented and experienced Grant Administrator and Billing Specialist to manage and oversee the administration, compliance, and reimbursement billing of grants provided by the US government, primarily the US Department of Energy. The ideal candidate will be responsible for ensuring that grant funds are utilized efficiently and in compliance with federal regulations, and for managing all aspects of grant billing and reimbursement processes.

Key Responsibilities:

Grant Administration:

  • Manage the entire lifecycle of government grants, from application to closeout.
  • Ensure compliance with all federal regulations and guidelines related to grant administration.
  • Maintain accurate and up-to-date records of all grant-related documents and activities.
  • Coordinate with program managers and other stakeholders to ensure timely and accurate reporting.

Billing and Reimbursement:

  • Prepare and submit reimbursement requests to federal agencies in accordance with grant terms and conditions.
  • Monitor and track grant expenditures to ensure alignment with approved budgets.
  • Reconcile grant billing statements and resolve any discrepancies in a timely manner.
  • Ensure all billing and reimbursement documentation is complete, accurate, and submitted within deadlines.

Financial Management:

  • Develop and manage grant budgets, ensuring that expenditures are within approved limits.
  • Prepare financial reports and forecasts for grant-funded projects.
  • Collaborate with the finance department to ensure proper allocation and accounting of grant funds.

Compliance and Reporting:

  • Ensure all grant activities comply with federal regulations, organizational policies, and grant-specific requirements.
  • Prepare and submit required financial and performance reports to grantors.
  • Conduct periodic internal audits of grant-funded projects to ensure compliance.
  • Stay updated on changes in federal grant regulations and policies.

Training and Support:

  • Provide training and support to staff involved in grant-funded projects.
  • Serve as the primary point of contact for grant-related inquiries and issues.
  • Assist in the development and implementation of grant administration policies and procedures.

Qualifications:

  • Bachelors degree in Accounting, Finance, Business Administration, Public Administration, or a related field.
  • Minimum of 3-5 years of experience in grant administration and billing, preferably with federal grants including the Department of Energy.
  • Strong knowledge of federal grant regulations, including OMB Uniform Guidance (2 CFR Part 200).
  • Proficiency in accounting software and Microsoft Office Suite, particularly Excel.
  • Excellent analytical, organizational, and problem-solving skills.
  • Strong attention to detail and ability to manage multiple projects and deadlines.
  • Effective communication and interpersonal skills.
  • Experience with SAP Hana Project Systems is required.

Preferred Qualifications:

  • Certified Grant Management Specialist (CGMS) or similar certification.
  • Experience with grant management software.

Working Conditions:

  • Full-time position.
  • Primarily office-based with occasional travel for grant-related meetings and training.

Pay: $72,225.00 – $77,391.00 per year
