Job Description

Under the general direction of the Climate Initiatives Branch Manager and Land Use Planning Unit Supervisor, in the Siting, Transmission and Environmental Protection Division, the Electric Generation System Program Specialist I (EGSPS I) is required to have a high degree of skill to be able to lead and be responsible for varied, difficult, and complex technical analyses.

The Land Use Planning Unit is responsible for providing land use planning expertise for generation, storage, and transmission infrastructure to achieve Californias 100% clean electricity future. These activities include developing and implementing complicated analytical studies, geospatial analyses, and consultative assignments for CEC and other state agencies. The Unit supports policy development related to issues at the intersection of land use and infrastructure deployment. The Unit is responsible for developing land-use screens and conducting environmental and land-use evaluations to inform various state clean energy planning processes, including the California Public Utilities Commissions (CPUC) Integrated Resource Planning, interagency SB 100 modeling, and the California Independent System Operator (CAISO) Transmission Planning Process. The Unit provides expertise to leaders at local, state, and federal agencies through regular participation in interagency working groups. The Unit leads engagement efforts with stakeholders to communicate and inform development of studies, analyses, and policy related to land use and infrastructure deployment.

As a subject- matter expert, the incumbent will perform complicated analytical studies and consultative assignments in the field of electric generation and transmission system planning program areas including, renewable energy integration and reliability, and supporting infrastructure requirements, offshore wind resources, and land use planning. The incumbent will conduct analysis to support the siting and development of energy and transmission infrastructure in an environmentally responsible manner. In addition, the incumbent will work cooperatively with the different Energy Commission program staff involved in electric system infrastructure planning and development activities to improve the deployment of new electric generation and transmission opportunities within the western electricity system and its regulatory structure. This includes the ability to conduct land use analyses for clean electric generation and transmission, while maintaining a reliable and cost-efficient generation system

Working Conditions

The CEC supports a hybrid workplace model with office-based and remote-centered workers. Limited in-person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance. This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location.

Desirable Qualifications

In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Professional experience with environmental, clean energy, and/or conservation policy, planning, permitting and/or development, and knowledge of current issues. Experience with land use planning, modeling, and/or ArcGIS preferred.

  • Strong critical thinking skills and the ability to reason logically and creatively, proactively solve problems, identify and assess alternatives, and develop informed recommendations on complex topics.
  • Ability to effectively communicate technical public policy information, verbally and in writing with decision-makers and the general public.
  • Ability to professionally represent the Division in meetings and/or workshops with agencies, interest groups/public as well as public meetings, conferences, and hearings.
