This position works within the Clean Transportation Unit of the Energy Division. The unit is responsible for the Energy Division’s work to make transportation energy use clean, affordable, and convenient for all residents and organizations. The unit is made up of public service organizers who (1) invest in electric vehicle charging and cost reduction, and (2) influence state and partner actions through innovative ideas and reliable information.
This position is responsible for managing the Washington Electric Vehicle Charging Program, the state’s largest investment in accelerating the adoption of passenger EVs. Cars, SUVs, and light-duty trucks are the state’s single largest source of carbon pollution, making this program one of the most impactful clean energy and climate actions in Washington. The program has awarded $100 million for publicly available, multifamily, fleet, and workplace charging infrastructure in the current budget cycle.

Required Qualifications:
Any combination of professional level experience in community, trade, or economic development AND college level coursework in business, public administration, environmental science, or related field totaling nine (9) years.
OR
Nine (9) years of professional level experience in community, trade, or economic development.
OR
Associate’s degree in business, public administration, environmental science or related field and seven (7) years of professional level experience in community, trade, or economic development.
OR
Bachelor’s degree in business, public administration, environmental science and five (5) years of professional level experience in community, trade, or economic development.
*One year of supervisory or managerial experience may substitute for one year of required professional level experience in community, trade, or economic development.
**A graduate or advanced degree in business, public administration, environmental science, or related field may substitute for one year of required experience.

Preferred/Desired Qualifications:
• Three years’ experience managing energy projects or working in the energy sector.
• Two years’ experience navigating and complying with federal and state procurement, contracting, and budgeting policies and practices.
• Experience working specifically on electric vehicle charging infrastructure projects in a public agency, utility, tribal, or private sector capacity.
• Technical knowledge of electric vehicle supply equipment, electric vehicles, electricity infrastructure, electric utility energization processes, construction and electrical permitting processes, property acquisition, or other common aspects of electric vehicle charging project delivery.
• Experience working for, or in partnership with, organizations based in environmental or climate injustice and/or experience collaborating with historically marginalized communities, Tribes and low-income populations.
• Advanced-level proficiency in project management software, MS Office Suite, contract management databases, cloud-based productivity tools.
