Summary of Duties and Responsibilities

The Energy Coordinator will be responsible for developing the Energy Program for the Coeur dAlene Reservation, in alignment with the Tribes strategic energy goals. This role involves developing, reviewing, and updating the Tribes strategic energy plan; managing grants, overseeing energy projects, and aligning initiatives with the Tribes goals in energy sovereignty, energy resiliency, and greenhouse gas emissions reduction targets. The coordinator will develop collaborations with the Tribes Energy working group, Tribal programs, the U.S. Department of Energy staff, university researchers, and outside tribes and tribal organizations as appropriate.

Major Duties and Responsibilities:

  • Coordinate the development of a strategic energy plan and supporting policies.
  • Propose and draft regulations and policies for consideration by the Coeur dAlene Tribal Council to advance renewable energy technologies and energy efficiency for all Tribal entities.
  • Develop, implement, and manage short- and long-term Tribal scalable energy resilience programs.
  • Coordinate the implementation of energy efficiency initiatives, such as federal home energy rebates and utility-funded weatherization opportunities for the purpose of reducing carbon emissions and strengthening the Tribal economy.
  • Explore the establishment of a Tribal utility authority or an Energy Department.
  • Research energy grants and evaluate their suitability for Tribal needs and goal.
  • Develop grant applications in accordance with Tribal policies.
  • Coordinate with a Tribal Energy working group to identify emerging opportunities and solicit input from a diverse group of representatives.
  • Coordinate with external partners, such as the Upper Columbia United Tribes, Bonneville Power Administration, Bonneville Environmental Foundation, and the U.S. Department of Energy on existing and emerging renewable energy initiatives, such as the Climate Pollution Reduction Act and Solar for All.
Minimum Qualifications (Specialist II)
  • Current enrollment in a Bachelors or Masters Degree program in Environmental Science, Business, Engineering, Energy Management, Public Policy, Planning, or a closely related field.
  • Significant work experience in energy development, policy development, project management, or related areas.
  • Familiarity with environmental regulations, land use policies, and Tribal sovereignty and jurisdiction.
  • Minimum of 3 years of experience in grant-writing and management.
  • Strong oral and written communication skills.
  • Ability to gather data, compile information, provide policy recommendations to decision-makers.
  • Ability to foster a cooperative work environment.
  • Knowledge of Indian tribes and ability to work in a multi-cultural setting.
  • Strong computer skills in the latest MS Office package (MS Word, MS Excel, MS Outlook, MS PowerPoint, etc.).
  • Must comply with all other Tribal Health Policies.
  • Some travel and occasional evening and weekend work is required.
  • Requires a valid drivers license.
Preferred Qualifications (Specialist III)
  • A Masters Degree in Environmental Science, Business, Engineering, Energy Management, Public Policy, Planning, or a closely related field, or an equivalent combination of post-baccalaureate training, education, and experience.
  • At least five years of experience in project management, with a focus on energy development, policy development, or a related field.
Preferred Qualifications (Specialist IV)
  • A Ph.D. Degree or higher in Environmental Science, Business, Engineering, Energy Management, Public Policy, Planning, or a closely related field; or a terminal professional degree (e.g., J.D.), or an equivalent combination of post-baccalaureate training, education and experience.
  • At least five years of experience in project management, specifically in energy development, policy development, or related field.

Communication/Representation

  • Must support and represent in written and oral communications the Coeur dAlene Tribes: vision, mission, and core values per CdA Resolution 015 (2020).
  • Ability to interact effectively with Tribal staff, Tribal Leaders, external organizations, and the public while using diplomacy in confronting sensitive topics.
  • Ability to act promptly upon requests for information.

Supervision Received and Exercised

  • The Environmental Programs Manager provides direct supervision of the Energy Coordinator.

Physical Requirements

  • Must be able to lift boxes between 35-40 lbs from the floor to waist and waist to shoulders. Total Compensation: $66,419.98- $134,811.86 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon the employees enrollment choices.

The Coeur dAlene Tribe reserves the right to hire according to its Indian Preference Policy. Applicants are subjected to a pre-employment drug and alcohol test and at-random testing following employment. Positions with the Coeur dAlene Tribe are subject to a 6-month orientation period.
