About The State Energy Conservation Office

Working in the State Energy Conservation Office (SECO) is not your typical government job.If you want to work in a small office where you are involved in managing projects from cradle to grave and you help represent our state’s interests at national meetings, this is the ideal position for you.

While we have many programs at SECO that help public entities in Texas reduce utility costs and maximize efficiency, this opportunity focuses on the U.S. Department of Energy’s (DOE’s) nuclear weapons complex and environmental cleanup, by leading cooperative efforts with DOE, state and local governments to ensure their activities in our state do not adversely impact public health, safety, and the environment.In addition, travel to regional and national meetings with other states and tribes who host DOE facilities provides a network of organizations to work with and learn from.These groups partner with DOE to tackle challenging issues such as environmental cleanup across the nuclear weapons complex, as well as future nuclear reactor designs to provide clean energy across the nation and the world.

Since this position is unique, we are looking for someone with: (1) great attention to detail to manage federal grants and contracts to include the initial instruments, cash management, reporting and closeout; (2) excellent communications skills to work with various peoples across a myriad of disciplines; and (3) a positive attitude to work through challenges and find solutions.SECO is a harmonious team, so we want to hire someone who values a collaborative environment.

Correction: Travel up to 25% of the time.

Qualifications

Minimum Qualifications

  • Graduation from an accredited college or university with a bachelor’s degree
  • Three (3) years of state of Texas life-cycle program and/or contract management experience.
  • Experience using the Uniform Statewide Accounting System (USAS) and the Centralized Accounting and Payroll/Personnel System (CAPPS), as well as Microsoft Office Excel and Word to reconcile and create monthly, quarterly and annual reports.

Preferred Qualifications

  • Graduation from an accredited college or universitywith a bachelor’s degree in accounting, business administration, public administration, finance, or a related field.
  • Detail-oriented and hands-on accounting experience managing federal grants to include applications, financial and progress reporting, cash management and closeout.
  • Hands-on experience in state contract management, including contract preparation and execution, voucher review and payments, and final reporting and closeout.
  • Excellent communications skills as this position will be facilitating meetings with representatives of federal, state and/or local governments.
  • Experience using specialized software to include an in-house designed grants management system such as NetSuite and Salesforce.

Licenses / Certifications

  • Certified Texas Contract Manager (CTCM) or must obtain the Certified Texas Contract Manager certification within 12 months.
  • A valid Texas (or state of residency) driver’s license and a satisfactory driving record are a condition of employment. Applicants offered an interview must present the following documents at or before the interview: A state issued driving record for the last 36 months, A valid Texas driver’s license (or state of residency driver’s license), and current proof of automobile insurance.

In this role:

  • Manages the SECO Pantex Programs which include the Agreement in Principle (AIP) grant and the Waste Isolation Pilot Plant (WIPP) subgrant.
  • Coordinates and collaborates with staff and contractors to plan and implement projects that fit within SECO’s mission and goals.
  • Prepares the annual scope of work and budget for each program, defining the milestones, deliverables, and associated budgets for submittal to the U.S. Department of Energy.
  • Executes contracts and amendments with state and local governments to perform the activities prescribed in each of the programs.Performs contract management, including preparation of the scope of work and budget for each contract, monitoring the progress of each contractor and their activities, and providing adjustments as needed to assure the contractor and the programs’ success.
  • Reports to state and federal authorities as required by law and the existing agreements.Prepares and submits monthly invoices and cash reconciliation reports, quarterly federal financial reports, and quarterly technical progress reports as required by each of the programs.
  • Reviews all Pantex Program vendor invoices and quarterly progress reports for accuracy and completeness, monitors budgets and cash balances, requests federal draws as needed, and coordinates with the DOE to secure funding.
  • Prepares and coordinates for execution the Agreement in Principle between the State of Texas and the DOE, the Agreement in Principle grant agreement with the DOE, and the Waste Isolation Pilot Plant subgrant with the Southern States Energy Board every five years. Manages annual awards, tracks budgets and expenditures, and prepares the final closeout documents for each grant and subgrant.
  • Analyzes and monitors the performance of a variety of technical, training, planning, and administrative activities for assigned programs.
  • Facilitates meetings and consults with the DOE and its contractors, state agencies, and local governments involved in the programs to resolve problems, identify training and resource needs, and achieve program goals which include the protection of public health, safety and the environment as it relates to the Pantex Plant and the transportation, storage and disposal of the DOE’s radioactive materials.
  • Consults with and maintains networks with various federal and state agencies, local governments, regional and national groups, stakeholder groups, and associations.
  • Keeps abreast of external trends and events affecting SECO programs and represents the State of Texas in meetings related to the Pantex Plant and the transportation, storage, and disposal of radioactive materials.
  • Develops program evaluation policies, procedures, and standards in accordance with program objectives and goals.
  • May conduct outreach activities for SECO by promoting and expanding stakeholder awareness and involvement.
  • Performs other related duties as assigned.
