Job Opening: MassDEP seeks applicants for the position of Environmental Engineer III within the Bureau of Water Resources, Division of Municipal Services (DMS). The Division is charged with implementing the State Revolving Fund (SRF) program for Clean Water and Drinking Water. The incumbent will be based in MassDEP’s Boston Office and will perform professional engineering work of some difficulty and importance on more complex water and/or wastewater projects under the supervision of a higher-grade engineer. Incumbent is allowed latitude for independent technical judgement.

Duties for this position include, but are not limited to, the following:

  • Completes technical and administrative reviews of assigned financial assistance applications in accordance with the regulations, guidelines, and DMS standard operating procedures so that clean water and drinking water SRF financed projects can receive financial assistance and proceed in a timely manner through completion. Monitor the status of assigned SRF projects to ensure that all applicable requirements are met, project is properly implemented, and closeout at project completion is documented.
  • Reviews engineering/planning reports and plans and specifications in accordance with current guidelines, regulations, operating procedures, and standard engineering references and practices. These reviews will ensure that the project is developed in a manner which is: 1. approvable and eligible for financial assistance; and 2. able to be bid and constructed in accordance with requirements.
  • Communicates with SRF program stakeholders including, but not limited to, MassDEP program and regional staff, local officials, consultants, and the public, through written, oral and electronic means to ensure they are well informed of the Division’s projects, program changes, guidance and requirements.
  • Conducts on-site interim and final SRF construction contract inspections, prepares and files all necessary construction contract reports. Reviews and approves SRF Construction Contract Change Orders. Coordinates and processes collection of SRF Project Closeout materials and their archiving.

Preferred Qualifications

  • Knowledge of scientific and/or engineering principles, including design and construction, associated with wastewater management & infrastructure and drinking water treatment
  • Knowledge of construction methods, materials, and equipment
  • Knowledge of applicable regulatory requirements
  • Ability to maintain current in all aspects of drinking water, wastewater collection, treatment, and disposal methods
  • Experience with construction contracts, engineering drawings, and cost estimates is highly desirable
  • Ability to conduct independent inspections
  • Ability to work independently and meet deadlines with some supervision
  • Registered Professional Engineer or Fundamentals in Engineering/Engineer-in-Training certification in Massachusetts is highly desirable
  • Ability to use hand tools and instruments, climb ladders, and move equipment up to 25lbs in weight
  • Excellent written and verbal communication skills including the ability deliver technical information to a non-technical audience
  • Valid Massachusetts Driver’s License- Access to reliable transportation and ability to visit DCR and non-DCR sites.

Minimum Entrance Requirements

Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental engineering. civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering and (B) of which at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions

I. An Associate’s degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience.*

II. A Bachelor’s degree with a major in environmental engineering, civil engineering, civil engineering technology, sanitary engineering, mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of two years of the required (A) experience.*

III. A Graduate degree with a major in environmental engineering, civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
