Job Overview:

The Base Energy Manager manages all activities and functions related to personnel and resources dedicated to preforming utility and energy management activities.

Work Model: Onsite/Office-Based

Responsibilities:

Essential Duties & Job Functions:
  • Develop and maintain a base energy master plan. Comply with all applicable OSHA, EPA, federal, state, and local codes, and requirements as well as HHQs standards, directives and instructions.
  • Provide activities dedicated to achieving current federally mandated energy reduction goals without degrading operational readiness or mission accomplishment.
  • Include the use of renewable energy, new technology and engineering methods to reduce utility input requirements and maximize the use of high efficiency products wherever practical and as warranted by life-cycle cost analysis.
  • Accurately verify base energy consumption and billing, review and validate UP billing, and accurately determine and report reimbursable customer usage.
  • Track and verify energy reduction with data from monthly utility bills. Generate, manage, and analyze reports from data gathered from the NexGen-IT government designated replacement system, and other data collection systems as required by HHQs.
  • Provide information to Government personnel associated with the purchase or generation of energy and maintenance of utilities infrastructure. Recommended activities include for example purchasing, peak load shaving, and total costs associated with the energy acquisition.
  • Maintain currency in all aspects of federal energy and utilities management and acquire energy management training or training deemed equivalent by the HHQs Energy Manager and Utility Manager.
  • Complete Energy Plan and progress toward meeting plan objectives.
  • Work directly with the HVAC, EMCS, Facilities, Utilities, and Operations Engineering Sections to plan, organize, direct, and implement utility management programs to reduce energy consumption and determine the most efficient and sustainable systems for use and installation.
  • Provide technical and practical advice as required.
  • Develop, coordinate, and implement utility management measures related to building heating and cooling, electrical usage and water conservation.
  • Benchmark energy consumption against best practice guidelines.
  • Recommend changes in patterns of consumption to minimize utility costs and usage.
  • Participate in renovation and new construction projects concerning the design of facilities to ensure maximum resource efficiency and sustainability.
  • Provide AF Energy Reporting System to HHQs, monthly.
  • Develop and manage an awareness and culture change program to disseminate energy awareness materials and strategic conservation information to all personnel.
  • Recommend project candidates for AF and Federal award programs to the COR and run the annual Energy Awareness month activities.
  • Lead installation level Energy Management Steering Group (EMSG) and ensure messages are consistent with AF Energy Strategic Communications Plan.
  • Establish, implement, and update an energy conservation program to meet HHQs and base energy/utility reduction goals.
  • Develop energy projects as identified and coordinated by the Resource Efficiency Manager (REM).
  • Update project energy information in NexGen-IT, and government designated replacement system(s).
  • Perform life cycle cost calculations using latest version of Building Life Cycle Cost (BLCC) software or government designated replacement system.
  • Review and provide recommendations to the COR on all studies, designs, and capital investment projects to apply energy savings strategies, analysis of investment
  • Other duties as assigned.

Job Requirements:

Mandatory:

  • Four (4) year engineering/architectural degree OR Professional Engineer OR Registered Architect
  • At least four years experience in energy management.
  • Must be certified by the Association of Energy Engineers (AEE).
  • Must have experience using Microsoft Office applications.
  • Must be able to acquire and maintain a Secret Security clearance.
  • Ability to acquire and maintain government identification/common access card.
  • Ability to deal with a variety of people in a professional, courteous manner in diversified situations.
  • Valid state Drivers License with acceptable driving record pertinent to the position.
  • Ability to successfully pass any background checks and/or drug testing required on the contract.
  • U.S. Citizenship.
  • Ability to obtain access to U.S. Government Installations through the Defense Biometric Identification System (DBIDS).
