Description/Job Summary
Lindahl Reed has a need for a Workforce and Equitable Access Analyst. This position will support to the Hydrogen and Fuel Cell Technologies Office (HFTO), which is located in the U.S. Department of Energys (DOE) Office of Energy Efficiency and Renewable Energy (EERE) as an Energy Workforce and Equitable Access Analyst. The position will help HFTO address challenges associated with workforce development, job quality, and equitable access to careers in clean hydrogen. This position will support HFTO and EEREs efforts related to supporting the clean energy workforce of the future including equitable access to employment. An ideal candidate is an organized multi-tasker and confident communicator who is passionate about addressing clean energy challenges and driving adoption of hydrogen and fuel cell technologies. The candidate should also have experience working with diverse workforce partners including workforce development organizations, labor unions, public workforce partners, industry, higher education institutions, and community-based and environmental justice stakeholders.
Position Responsibilities:
  • Provide analysis of hydrogen technology workforce issues in the United States.
  • Knowledge of areas related to clean hydrogen workforce such as the current state of training in the industry, familiarity with relevant registered apprenticeship programs, future industry needs, the intersection of hydrogen workforce and other technologies and how training is developed and disseminated, as well as the ability to identify and develop plans for new areas of potential programming related to workforce or soft costs more broadly.
  • Knowledge of the hydrogen workforce, its makeup, relevant worker organizations and how it can be made more representative of the U.S. workforce.
  • Develop strategies to ensure all households including low-income and disadvantaged communities have access to the benefits of the hydrogen economy and work with stakeholders to build more equitable pathways to access training and employment in underserved communities.
  • Develop and conduct technical and strategic plans and analyses supporting HFTO activities.
  • Analyze hydrogen and clean energy workforce work areas for new program opportunities such as industry-recognized credentials; provide technical assessments or proposals to identify new areas of work or resources for awardees; and identify the utility of new tools and resources for stakeholders.
  • Support execution of outreach and stakeholder engagement activities including coordination with multiple stakeholders across geographically disparate areas and participate in workshops and conferences.
  • Develop and execute technical assistance or other programming relevant to the hydrogen workforce and equitable access to the benefits of hydrogen technology with a variety of stakeholders including the Hydrogen Interagency Taskforce (HIT) Workforce and Energy Justice (WEJ) cross cutting team and DOE-wide workforce initiatives.
  • Work collaboratively with staff from a diverse group of technical backgrounds and experience levels including technology managers, project monitors, and the Workforce, Equity, and Environmental Justice Advisor to execute on HFTOs goals including.
  • Identify important tools, information, analysis, and other resources for dissemination to the hydrogen industry and its stakeholders.
  • Generate communications materials for internal and external stakeholder audiences including best practices, guidance, and other reference materials.
Qualifications, Skills, and Experience:
  • Bachelor’s Degree
  • 2-5 years of relevant experience in workforce development with some degree of interest or experience in clean energy workforce topics
  • Experience liaising with internal and external stakeholders such as workforce development organizations, labor unions, public workforce partners, industry, higher education institutions, and community-based and environmental justice stakeholders to communicate program activities and objectives.
  • Flexibility, curiosity, and mindset that pursues continuous learning.
  • Demonstrated oral/written communication and interpersonal skills.
  • Demonstrated proficiency in Microsoft Excel for managing large datasets.
  • Demonstrated skill using Microsoft Word and PowerPoint.
  • Must be able to obtain and maintain a DOE Badge.
Preferred Qualifications:
  • Masters Degree
  • Experience conducting analyses related to workforce needs and other soft costs of deployment projects, specifically related to hydrogen technologies.
  • Experience supporting government (federal, state, or local) programs.
  • Experience with workforce development and workforce training programs.
  • Organized, reliable, detail oriented, proactive, and confident.
  • Flexible in adapting to shifting priorities, urgent requests, and various personalities.
  • Proven success working in a multi-disciplinary environment where teamwork is essential.
  • Active listening skills.
