Job Description
Working under the supervision of the Director of Energy Efficiency (“EE”), the Deputy Director of Building Policy will assist the Director and the Deputy Director of Building Codes in the coordination and management of the Energy Efficiency Division and in the development and implementation of building policy for DOER. The Deputy Director will act as a stand-in for the Director when the Director is unavailable or when the management of projects and team members requires additional coverage.
The Deputy Director will serve as a policy lead and subject matter expert in climate mitigation policies in Massachusetts as they relate to residential and commercial buildings. The Deputy Director will be required to develop and present policy development to the Commissioner and EEA. Policies will include building energy reporting, appliance standards, and other building policy areas as needed. The Deputy Director will supervise 2-4 members of the Division (initially, subject to change).
The Energy Efficiency Division is responsible for leading Massachusetts energy efficiency policy and programs. In addition to chairing the Commonwealth’s Energy Efficiency Advisory Council (EEAC), which provides oversight of Massachusetts’ energy efficiency programs, the Division funds initiatives and administers grant programs to dramatically reduce greenhouse gas emissions in buildings. The Division actively coordinates with other DOER divisions and state agencies to meet the Commonwealth’s clean energy and climate mandates though buildings policy and programs including the Massachusetts Environmental Protection Act (MEPA), the Building Energy Code, building energy reporting, and other greenhouse gas (GHG) reduction strategies.

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
