Solar For All (SFA) Compliance Manager

ABOUT THE OPPORTUNITY

IPC is seeking a skilled Compliance Manager with significant grant management experience to lead and oversee compliance for IPC’s Solar for All (SFA) grant award. The successful candidate will manage diverse grant reporting and compliance functions for IPC and its partners.

As the SFA Award Compliance Manager, you will have a significant influence on our mission-driven organization through strategic compliance program design, bolstering of internal controls, and fostering smart growth in our SFA grant compliance process improvement efforts. Your role will encompass pivotal responsibilities in financial and program reporting, compliance, and staff training, all crucial to supporting IPC’s expansion and strategic goals. Reporting directly to the General Counsel, this role offers a unique opportunity for an adept and seasoned compliance manager to play an essential role in a national, mission-driven organization making a global impact.

Responsibilities (include but are not limited to):

Federal Grant & Sub-Recipient Compliance Management:

  • Lead the establishment and execution of a federal grant compliance program to address programmatic and statutory requirements, including oversight, procurement, timekeeping, cost accounting, reporting, monitoring of sub-recipients, Davis-Bacon compliance, and more.
  • Design and implement compliance program with outsourced provider
  • Manage outsourced compliance provider
  • Provide guidance on federal compliance requirements.
  • Stay updated on changes in federal compliance statutes and regulations.
  • Review and audit submissions from, compliance contractor, coalition partners and contractors.
  • Collaborate with the legal/governance team to monitor training program effectiveness.
  • Assist in development of quality assurance processes.
  • Implement monitoring and risk assessment processes for sub-recipients.
  • Conduct reviews and audits of sub-recipient activities to ensure compliance.
  • Assess risks associated with sub-recipient projects and activities and develop mitigation strategies.
  • Support the SFA team by ensuring compliance of communications, reporting processes, and grant activities.
  • Support grant and sub-award compliance requirements.
  • Partnerwith colleagues in investments, governance, and accounting to establish a unified and seamless compliance program.

Contractor Compliance Program Development and Management:

  • Partner with the SFA Program Director and General Counsel to establish and execute a contractor compliance program.
  • Manage adherence to the Davis Bacon Act and related regulations, including DBRA compliance with respect to sub-recipients.
  • Handle DBRA compliance program management, including identifying gaps and implementing necessary changes.
  • Assist in ensuring proper employee classification, prevailing wage compliance, and fringe benefit administration.

Leadership and Team Development:

  • Stay updated on industry trends, risk management practices, regulatory changes, and compliance requirements pertinent to IPC, SFA, and the Environmental Protection Agency (EPA) to ensure ongoing awareness and alignment with the latest legal and regulatory developments.
  • Promote a collaborative and efficient culture by providing continuous training, guidance, and support to IPC team members on SFA Compliance guidelines.
  • Supervise internal processes on SFA compliance requirements and best practices.
  • Partner with the General Counsel to identify training needs and deliver necessary education for team members’ professional growth.

Other Duties:

  • Other functions may be assigned based on the changing project environment.
  • Other assigned duties may include, but are not limited to, engaging in other responsibilities and work as directed by the General Counsel.

Travel:Up to 20% travel required.

Conditions:This role requires a dedicated workspace with a desk and chair and a reliable broadband connection of at least 20MB download speed and 8MP upload speed. The workspace should be quiet and free of distractions. Must be able to remain in a stationary position 75% of the time and travel as needed.

Qualifications

Education & Experience

The ideal candidate for the Solar For All Compliance Manager position at Inclusive Prosperity Capital should have a Bachelor’s degree in finance, business administration, engineering, or a related field, with a preference for a Master’s degree, Certified Federal Contract Manager (CFCM) or Certified Professional Contract Manager (CPCM). They should also possess a minimum of 5 years of progressive experience in federal grant and compliance management and demonstrated leadership. Essential qualifications include proficiency in federal grant and contracting regulations, including procurement requirements and the Davis-Bacon and Related Acts. Skills:

IPC seeks candidatesthat exhibit both mission alignment and professionalcompetency in the following areas:

  • Business Operations Understanding: Knowledge and understanding of business operations including non-profit business operations.
  • Commitment to Environmental Sustainability: Shared dedication to environmental sustainability aligned with IPC’s mission and activities.
  • Compliance Expertise: Strong knowledge in developing and managing contractor compliance programs including proficiency in Davis-Bacon Act, DBRA compliance, and federal requirements. Working knowledge of relevant federal requirements.
  • Compliance Tools Proficiency: Demonstrated adeptness in utilizing essential tools for analysis, reporting, and data management to enhance productivity and accuracy. Strong proficiency in Salesforce, Microsoft Excel, PowerPoint, Word, and fund/account management applications.
  • Collaborative Governance Skills: Experience collaborating with legal/governance teams and external stakeholders for effective compliance monitoring and reporting.
  • Grant Compliance Expertise: Experience in federal grant compliance, reporting, policy creation and implementation, and managing all other compliance needs. Proven ability to oversee, track, and report on multiple concurrent work streams efficiently.
  • Quality Assurance Development: Successful leadership in internal QA processes development and accurate data collection.
  • Organization-Wide Compliance Leadership: Proven experience leading the development of compliance processes, risk assessments, and training processes.
  • Recordkeeping and Monitoring: Strong recordkeeping abilities and policy monitoring capabilities.
  • Inclusive Leadership and Team Development: Demonstrated commitment to promoting a collaborative culture and ensuring workplace inclusion while fostering a sense of belonging for all team members. At least 3 years of demonstrated proficiency in leading teams, community partners, managing contractors, or directly supervising staff.
  • Exceptional Verbal and Written Communication Abilities:Experience leading strategic guidance, partner interaction, and effective reporting. Superior communication skills vital for clear reporting, collaboration, and fostering robust relationships across all organizational levels. Demonstrated expertise in effectively communicating orally and in writing with tact and courtesy.
  • Independent Initiative and Strong Work Ethic:Displayed drive and project management capabilities, with the capacity to advance with minimal supervision, driven by a strong sense of accountability and dedication to delivering high-quality work.

  • Location flexibility: This role is intended to be a remote role and may require the candidate to travel to our Hartford, CT office or other assigned locations/events as needed.
