Job Overview:
The position of Sr. Estimator will be responsible for delivering safe, cost-effective, and quality estimates for BESS facilities. The Sr. Estimator is the single point of accountability for the completion of conceptual and final hard-bid estimates for self-perform construction work. The Sr. Estimator will manage all aspects of estimate development including scope, schedule, cost, safety and quality. They will complete their estimates by performing a thorough and complete bid analysis reviewing all relevant project data, facts and information. The Sr. Estimator will complete their estimate by developing a plan for the scope of work involved in the project using reasoning, sound logic and current means and methods of construction. The Sr. Estimator must be capable of presenting their estimate to the leadership team as well as the client, demonstrating high competency of all components of the estimate and include back-up supporting documentation to defend the estimate and the information used to assemble it. The Sr. Estimator will be expected to communicate clearly and confidently to leadership, all team members and the client regarding the aspects of their estimate. Sr. Estimators must have the ability to work independently, as a team and delegating work to estimators while mentoring them to improve their capabilities.
Key Responsibilities/Accountabilities:
- Estimate projects in accordance with Primoris Policies and Work Procedures.
- Manages assigned projects from inception to contract execution with support from the Estimating Manager, manages client relationship, and collaborates with Business Development to ensure all proposals meet client expectations.
- Leads proposal kick-offs and assigns/manages all key deliverables from engineering, estimating, and pre-construction. Leads weekly internal and external engineering, contracting, and pricing meetings to ensure all deliverables are being completed on time and to expectations. Manages meeting minutes, pre-construction division of responsibility, and project action tracker.
- Works with site investigation team to perform site visits, evaluates site investigation reports and ensures any key information or anomalies discovered is communicated to engineering, estimating, and the client. Obtains permit matrix from site investigations team and reviews with lead estimator.
- Prepares work to be estimated by gathering subcontractor and vendor proposals, drawings, specifications, and related documents.
- Consult with clients, vendors, subcontractors and personnel in other departments to discuss and formulate estimates and resolve issues.
- Reviews and confirms quotations from vendors and subcontractors.
- Identifies labor, material, and time requirements by studying proposals, drawings, specifications, and related documents.
- Analyzes regional labor rates and per diems to be used in the estimate.
- Ability to travel to project sites to understand construction sequence, means and methods, site conditions and perform time-studies.
- Prepares special reports by collecting, analyzing, and summarizing information and trends.
- Ability to confer with engineers, vendors and subcontractors to develop Value Engineering ideas to drive project design and drive project design and economics.
- Generates and reviews project schedule; engineering, procurement, construction, and client deliverables. Utilizes feedback from Project Engineering and Procurement on material lead times and design durations. Holds key stakeholders accountable to deliverable dates.
- Facilitates communication between Primoris and Client tax groups to finalize tax strategy for project. Ensures lead estimator captures all required taxes for the project.
- Coordinates with Estimating Manager and contracts team to ensure that scope, schedule, and other exhibits match estimate.
- Performs risk review and develops risk register with lead estimator. Identifies mitigation strategy for each identified risk. Develop opportunity log with lead estimator.
- Generates and identifies all items required on the proposal term sheet (assumptions, clarifications, exclusions) with support from lead estimator and lead engineer.
- Reviews and confirms estimating takeoffs provided by their Estimating team, Engineering and CAD Designers.
- Presents to leadership their own estimates and provides supervisory support for estimates prepared by their team.
- Assist to generate and submit proposal package for review.
- Ensures long lead procurements and engineering agreements are committed/executed in conjunction with LNTP’s to preserve project schedule. Develop the LNTP scope, schedule and price, as necessary with support from the Contracting team, Operations Project Manager and Project Engineer.
- Develop the scope, schedule and price, and manage LNTP’s as necessary with support from the Contracting team and Estimating Manager.
- Assist in contract review process, works with Contract Manager, Legal, and Engineering to review EPC Agreements and exhibits. Ensures all documents have been reviewed by key stakeholders and communicates with clients on redlines.
- Assist with transition from the Pre-Construction phase to the Construction phase by transferring information gained to the Construction team, including review of contract terms, estimates, schedules, value engineering, subcontract review, and similar areas.
- Maintains technical knowledge by attending educational workshops; reviewing technical publications.
- Able to develop an Estimating team for complex projects, delegating to other Estimators.
- Mentor Estimators to assist in their development and professional growth.
Basic Qualifications:
- 8+ years of relevant Construction/Project Management and/or Estimating experience.
- College graduate with a relevant degree.
Required Skills/Abilities:
- Proficient computer skills in Microsoft Office Suite, estimating software (WinEst, B2W or similar), take-off software (On-Screen Takeoff or similar), BIM tools (Revit, Assemble, etc.), project management software (CMiC or similar), and scheduling software (Primavera or similar).
- Project Management proficiency: scheduling, cost management, client management.
