Electricity Planning and Policy (EPP) is seeking a PURA II, and will accept a PURA I, to join the Climate Change Initiative team. Under the general supervision of the Program and Project Supervisor, the incumbent will serve as an entry level technical and policy analyst. The incumbent will evaluate utility applications and Commission proposals, perform analyses, evaluate models, and provide written or oral presentations and testimonies making recommendations on behalf of the Public Advocates Office. The incumbent will participate in evidentiary hearings before the Commission, workshops, Procurement Review Group meetings, California Independent System Operator and California Air Resources Board proceedings, and other forums. The successful candidate will work collaboratively with members of the Climate Change Initiatives Section team on a variety of energy policy, analytical, and procurement review issues related to climate change policies. The Public Advocates Office provides an exciting and dynamic environment for an entry level analyst to gain a breadth of experience related to a number of energy policy areas, especially focused on climate change issues at the forefront of todays most pressing energy goals.

The Public Advocates Office is the independent consumer advocate within the California Public Utilities Commission (CPUC). The Public Advocates Office’s mandate is to obtain the lowest possible rates for utility services consistent with reliable and safe service levels, and the states environmental goals. The Electricity Planning and Policy Branch (EPP) has primary responsibility for activities in electric generation planning and procurement. The Climate Change Initiative Section oversees renewable and energy storage procurement and policy, greenhouse gas (GHG) emissions analysis, Cap-and-Trade program compliance, and other climate change policies. Major climate change policy issues currently being addressed by the Climate Change Initiatives Section include cost-effective renewable procurement and integration of renewable energy onto the electric grid, utilization of cost-effective energy storage in strategic locations, GHG Cap-and-Trade implementation and products, GHG emissions reductions strategies, and consideration of emerging technologies.
