Job Overview

NYSERDAs Offshore Wind Team is leading the responsible and cost-effective procurement and development of at least 9,000 megawatts offshore wind energy by 2035 and potentially more to achieve New Yorks Climate Act mandate and decarbonization goals. With the first offshore project in operation, more than 1,700 megawatts in active development and routine solicitations to select more projects, New York State is expected to create more than 10,000 jobs in manufacturing, installation, and operation of offshore wind facilities by capitalizing on regional industry commitments and infrastructure projects designed to support this industry. These jobs are expected to provide sustained career opportunities for New Yorkers for more than the 25 – year life span of these renewable energy projects by creating a new, sustainable offshore industry in the U.S.

NYSERDAs Offshore Wind Teams core workstreams include competitive procurement of new offshore wind projects to achieve 9GW by 2035; management of the growing portfolio of contracted offshore wind projects; offshore wind supply chain and port infrastructure development; ensuring success in transmission, cabling and interconnection efforts; supporting efficiency in regulatory processes and permitting; coordination with State and federal agencies; coordination with supply chain and offshore wind developers; workforce training to support emerging jobs with a special focus on disadvantaged communities; research, analysis and engagement relating to environmental and fishing implications of offshore wind energy development; long-term planning; and informational and educational outreach and coordination between all of these workstreams to the public and stakeholder groups. To help ensure that offshore wind energy projects are advanced responsibly and cost-effectively, NYSERDA seeks a Project Manager to join NYSERDAs Offshore Wind Team to support the management and tracking of NYSERDAs offshore wind projects, track and report on industry and regulatory changes and advancement and report on project progress and issues and seek to resolve issues before or as they arise.

The selected individual will report to the offshore wind portfolio management Program Manager. They will be responsible for the proper interpretation and implementation of all administrative requirements of the contract documents with a focus on project construction and permitting activities, schedule alignment, identifying risks, and working to ensure on-time delivery of NYS offshore wind projects and supporting infrastructure projects. The selected candidate will work closely with other NYSERDA staff, federal, state, and local regulatory agencies and should have a working knowledge of these regulatory processes and routinely attend meetings and consultations to remain engaged in the full development process.

Additionally, the selected candidate will support the Offshore Wind Portfolio and Offshore Wind Contracting Team in the advancement of a contract management framework that helps to steward NYSERDAs offshore wind projects from execution through commercial operations, including activities such as engagement with contract management systems and processes to support project tracking, reporting, and oversight through all phases of project development (i.e. procurement, contract negotiation, commissioning, operations, decommissioning, etc.). Additionally, as an integral member of NYSERDAs Offshore Wind Team, the selected candidate will represent NYSERDA in public and private meetings and make presentations relating to NYSERDAs work on offshore wind and project portfolio updates.

Primary Responsibilities

  • Monitor and report on regularly scheduled onshore and offshore construction progress meetings, consultations and submitted reports.
  • Assist with in-field monitoring, schedule analysis, OREC contract compliance, project management, and Department of Public Service (DPS) Office of Renewable Energy Siting (ORES) and Article VII/VIII permitting procedures.
  • Attend field visits on Long Island, in New York City, and the Capital Region along project onshore routes, at offshore wind ports, manufacturing, and support facilities as necessary to confirm progress.
  • Proactively identify and report on project and schedule risk along with mitigation activities as needed.
  • Perform contract compliance monitoring and maintain tracking tools, escalating issues as appropriate.
  • Maintain construction reports on NYSERDA systems including SharePoint, Salesforce, and Microsoft Project Primavera, Visio, etc.
  • Interpret OREC contracts and permitting milestones to develop appropriate project metrics and tracking mechanisms.
  • Prepare executive briefing materials, assist in media inquiries and press releases, participate in internal and external project meetings.
  • Directly support NYSERDAs offshore wind Portfolio and Contracting Team by engaging with external project partners (i.e. offshore wind development teams, supply chain investment partners, contractors, regulators, etc.) to gather technical issue data and regulatory insights and translate into project status and progress.
  • Support internal communications related to project reporting and milestones, presenting complex contracting issues to leadership.
  • Utilize NYSERDAs enterprise performance management systems including Salesforce and other platforms to support the contract management process and produce quality and detailed reports consistent with the magnitude of the undertaking on behalf of the States ratepayers.
  • Collaborate with members of the Large-Scale Renewable Team and broader NYSERDA teams to seek programmatic and systemic efficiencies relating to contract management activities including NYGATS reporting, invoicing and accounting, and Load Serving Entity implementation planning.
  • Support the Offshore Wind Teams programmatic engagement with stakeholders and communicate guidelines and guidance to external partners on behalf of NYSERDA.
  • Perform other tasks as assigned.

Minimum Qualifications

  • Advanced degree in engineering, construction, construction management, project management, or related field plus 4 years of relevant experience in renewable energy and/or management of complex construction projects, OR
  • Bachelor’s degree, in engineering, economics, construction management or related discipline plus 5 years of relevant experience.
  • Familiarity with federal and state permitting processes for large-scale renewables and/or working with regulators.
  • Must be comfortable with on-site and field visits and in communicating with developer project managers, field supervisors and foremen.
  • Knowledge of Project Labor Agreements and unionized workforce.
  • Strong quantitative and analytical skills.
  • Strong database, systems, and reporting skills with a focus on accuracy and quality control.
  • Proficiency in technical writing/editing.
  • High degree of personal integrity and respect for confidentiality.
  • Superior organizational, time management and interpersonal skills.
  • Ability to manage multiple activities at one time, delivering on commitments and operating with speed, accuracy and strong judgement.
  • High level of communication, organizational, and interpersonal skills involving the ability to work cross-functionally to track and understand complex issues and communicate clearly and precisely to diverse audiences.
  • Experience and skill in public-speaking and presentations.
  • A proven self-starter who acts independently, directs ones own work and can handle diverse tasks quickly and accurately within a high-performance environment.
  • Must be adaptable, a self-starter and function well independently and in teams.
  • Must be able to travel 20-30% within state.

Preferred Qualifications

  • Certified Project Management Professional (PMP)
  • Experience with offshore wind energy development or large-scale renewable energy projects
  • Knowledge of energy markets, systems and policies, renewable energy technology and associated infrastructure.
  • Quantitative and analytical skills in such fields as economic benefits, renewable energy offtake agreements, and related project finance revenues including wholesale energy and REC markets.
  • Experienced in renewable energy project development or renewable energy finance, utility operations or independent system operator functions, ideally with experience relating to offshore wind.
  • Strong stakeholder outreach and engagement capabilities including advanced public-speaking and presentation skills
  • Proficiency in a Spanish
