KBR is providing Project Management Services encompassing Engineering, Procurement, phase execution supporting KBR’s client Sonangol’s multi-billion-dollar grass roots Lobito Refinery Project in Angola Africa. KBR’s Project Management Team is responsible for the overall management of the Owner’s EPC Contractor’s contract.

The Project Controls Manager will be the Project Management Company’s (PMC) representative and be part of KBR’s China Project assigned Team overseeing project controls function by EPC Contractor located in China. After the engineering and procurement activities are completed and construction work become significant the Project Control Manager will be assigned to the job site in Angola.

KBR is looking for a Project Controls Manager to be accountable for the performance of the project controls discipline. This role will manage the delivery of functional objectives by providing leadership and direction to team members and participate in the development of functional strategy and procedures estimating, project risk control, cost control, and scheduling.

  • This position will mobilize to China to start then mobilizing to Lobito, Angola***

Job Responsibilities

  • Oversee the project’s, cost controls, change management, risk management, earned value, and scheduling efforts
  • Drive effective execution of project control functions on various capital projects
  • Evaluate project health status and maintain effective communication with project leadership
  • Ensure that project controls systems and processes are implemented and continue to deliver accurate project status
  • Evaluate project contracts and commercial terms to ensure that the project controls processes are aligned to address any specific needs
  • Interdisciplinary communications with engineering, construction, and procurement to coordinate project activities and inputs
  • External communications with client, subcontractors, and joint venture partners for coordination on data integration and reporting
  • Review and audit cost, progress and schedule reports that are prepared regarding project controls

Required Education, Experience, & Skills

  • Bachelor’s degree in engineering, construction management, or related field
  • 12 + years of experience in Project controls
  • Proficiency in, project health assessments, cost analysis, forecasting, budget development, P6 and scheduling techniques and variance reporting techniques
  • Experience in managing analytical and data-centric project controls
  • Advanced skills with reporting through Microsoft Power BI
  • Must be able to self-lead and communicate effectively to all levels of project team, including management and clients

Preferred active PMP and/or AACE Certification or the interest/ability to achieve these certifications
