Job Summary
Reporting directly to the Director of Finance & Power Management, the Power Analyst, is responsible for providing contract coordination, analytical and technical support to the Power Management area of the utility.

The incumbents focus will be on monitoring and maintaining Klickitat PUDs existing contractual obligations including power purchase agreements (specifically, the Bonneville Power Administration Contract), and their relationship to KPUDs long-term power resource portfolio.

The Power Analyst will track and assess the impact of federal, regional, state, and local policy on KPUDs power and transmission contracts, resource portfolio, finances, and operations. This position will develop a comprehensive understanding of KPUDs resource portfolio and will develop and maintain complex models and analyses necessary to determine how to best implement a resource strategy that supports the strategic focus areas of KPUD.

The Power Analyst will also work closely with the Engineering Department by providing support and coordination for requirements related to WECC and NERC compliance. Participation in other Engineering focused meetings on topics that impact both Power Management and Engineering related projects will be required to ensure a cohesive working relationship between the departments.

Examples of Duties

Essential Functions
Duties may include but are not limited to the following:

  • Conducts analysis and gain understanding of current and potential contracts, to include purchase and sale agreements, generally for terms longer than 24 months.
  • Maintain and monitor KPUD and counterparty compliance with contractual obligations
  • WECC / NERC compliance maintain, monitor and provide support to assist KPUD to achieve compliance with all requirements
  • Facilitate and monitor activities while maintaining and completing reporting requirements to ensure compliance of KPUD power supply portfolio with various clean energy/carbon reduction initiatives.
  • Assists with load and resource planning and forecasting.
  • Participates on regional energy industry forums or working groups to gain and apply knowledge that could influence the District interests and positions.
  • Analyzes and understands existing and potential future BPA related power and transmission agreements.
  • Ensure the sales or purchases agreements are reconciled, billed, and/or paid according to the applicable contract.
  • Manage the Districts Industrial customer billing done through the Power Management Department to ensure it is completed timely and all applicable information is passed on as needed.
  • Foster a robust working relationship with counterparties to mitigate and/or resolve contract issues including outstanding billing and wholesale power and transmission sales.
  • Prepare and maintain a variety of reports for use throughout the department and other areas of KPUD.
  • Maintaining compliance for all renewable energy attributes and tracking. Develop or implement strategies to maximize their value when appropriate.
  • Assists with ensuring the department budget is monitored by reconciling expenditures and revenues against the budget monthly. Assist with budget and forecast preparation.
  • Assist with cost-of-service analysis and rate design efforts of the District.
  • Work with key accounts staff in Customer Service to conduct customer bill analysis to evaluate impacts and opportunities that might benefit KPUD and the customer.
  • Work on special research projects as requested by the Management team.
  • Other duties as assigned that may arise and be necessary to complete tasks including supporting the needs of other departments as appropriate

Knowledge or ability to gain knowledge of:

  • Advanced knowledge of administrative support work and office management practices.

  • Advanced level understanding of Microsoft Office software, email, word processing, spreadsheets, function-specific software, database applications, and all office equipment.

Typical Qualifications

Qualifications:
Minimum Qualifications: At least one year of progressively responsible experience in one or more of the following: analyzing complex data or statistical modeling, project or program management, resource planning, contract management & negotiations, policy/regulation implementation and risk management.

Education: Degree, in business, finance, economics, accounting, mathematics, science, engineering or related field. An equivalent combination of education and experience may qualify.

Valid Driver license: Yes, valid Washington State drivers license.

  • The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
  • While performing the duties of this job, the employee is regularly required to talk or hear.
  • This is largely a sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets and bend or stoop, as necessary. This position requires the ability to occasionally lift office products and supplies, up to 20 pounds.
  • The work schedule is comprised of 40 hours per week. May be requested to work unscheduled overtime as needed.
